Role Overview
We are looking for a senior Technical Program Manager to lead delivery across a cybersecurity technology and data investment portfolio for Liberty Mutual.
The role involves managing multiple interconnected technology and data initiatives, coordinating across Cyber Risk Engineering, Data Science, Claims, Technology, Underwriting, Finance, Security and external partners.
The TPM will translate strategic objectives into executable roadmaps, manage program governance, risks, dependencies and financials, and serve as a primary point of contact for stakeholders and senior leadership.
Key Program Areas
The program includes five major initiatives:
1. Cyber Risk Assessment Tool
- Lead delivery of a global, data-driven cyber risk assessment capability.
- Coordinate with Cyber Risk Engineering, Data Science and Technology teams.
- Support the delivery of risk information used for underwriting decisions.
2. Global Underwriting Consistency & Digitization
- Drive consistency across underwriting tools, processes and data.
- Support development of a standardized digital underwriting experience across global offices.
- Coordinate technology delivery and business adoption.
3. North America Cyber-Hazard Benchmarking
- Coordinate data and process initiatives to understand cyber exposure across North American business lines.
- Work with underwriting and cyber-model stakeholders to establish guidelines and data-collection standards.
4. Cyber Claims & Loss Insights
- Support enhancements to cyber claims and incident-response data capture.
- Coordinate with Claims and Incident Response teams to improve data quality and loss insights.
- Help enable data-driven underwriting decisions.
5. Cyber Insights Portal
- Lead delivery of an externally facing portal with interactive data visualizations.
- Coordinate technology, data, security and business teams through development and launch.
Key Responsibilities
- Own and manage the end-to-end program roadmap across multiple workstreams.
- Coordinate delivery across technology, data, cybersecurity, claims and underwriting teams.
- Manage releases, cutovers and transition of solutions into business-as-usual operations.
- Establish and maintain program governance, including Steering Committee, RAID registers, decision logs and stage gates.
- Identify, track and resolve risks, issues and cross-team dependencies.
- Escalate delivery, timeline and budget risks proactively.
- Track program financials, including forecast vs. actuals and burn vs. plan.
- Define and monitor program KPIs and business outcomes.
- Prepare program status reports and executive-level presentations.
- Build strong relationships with global and cross-functional stakeholders.
- Facilitate discussions, resolve conflicts and drive decisions across teams without direct authority.
- Work closely with Data Science and Cyber Risk Engineering teams and understand underlying data and risk-assessment models sufficiently to guide program decisions.
- Ensure data usage aligns with security, privacy, governance and responsible-AI requirements.
Required Qualifications
- 14+ years of overall experience in software and data pipeline validation.
- 8+ years of experience delivering technology or data programs.
- Experience leading large, complex, multi-workstream programs.
- Strong experience with program governance, risk management and dependency management.
- Experience managing program budgets, financials and forecasting.
- Strong technical understanding of data platforms, data pipelines, analytics and integration architecture.
- Experience working with cross-functional technology and data teams.
- Excellent stakeholder management, communication, negotiation and facilitation skills.
- Ability to work independently with limited guidance and manage ambiguity.
- Experience presenting program status, risks and trade-offs to senior leadership.
Preferred Qualifications
- Experience in cyber insurance, reinsurance or specialty insurance.
- Experience with claims-data platforms or incident-response processes.
- Experience with cyber risk assessment or related technology.
- Knowledge of data governance, privacy and responsible AI in regulated industries.
- PMP, SAFe or equivalent program management certification.
