Position Summary
4Consulting, Inc is seeking a qualified Management Analysts to support technology consulting, application development, systems analysis, testing, data management, cybersecurity, infrastructure, or project delivery services for client projects. The selected candidate will perform duties consistent with the client’s project requirements and company delivery standards.
Essential Duties and Responsibilities
The candidate will be responsible for:
Gather, analyze, validate, and document business requirements for reporting, data analysis, and technology initiatives. Work with business stakeholders to define reporting needs, assess existing processes, and translate requirements into practical technical solutions.
Analyze data flows, investigate data discrepancies, perform root-cause analysis, and support the development and validation of reports and data extracts. Help ensure data accuracy, consistency, completeness, and alignment with business requirements.
Develop, maintain, and validate reports and dashboards, and support the publication of approved data through designated websites or open-data platforms. Maintain technical and business documentation, reporting specifications, process flows, and data-related procedures.
Coordinate user acceptance testing, training, implementation activities, and stakeholder reviews. Provide guidance to business users, communicate findings and recommendations, and ensure deliverables meet established quality standards and project requirements.
Minimum Qualifications
The position requires:
Education:
Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or related field, or equivalent combination of education and experience.
Experience:
8 years of experience in business analysis, requirements gathering, report development, stakeholder collaboration, and technical solution design. At least 5 years of experience supporting user acceptance testing, training, and implementation activities, along with 2 years of experience using Snowflake and Power BI.

Business / Domain Skills:
Experience supporting State government programs and regulatory operations involving business data, reporting requirements, data extracts, and public information dissemination.
Experience analyzing business requirements, operational processes, data discrepancies, and stakeholder needs and translating them into business requirements, functional specifications, process flows, and system requirements.
Experience supporting oil and gas regulatory reporting, industry data analysis, and information management processes, including data related to regulated industry operations.
Experience preparing and publishing reports and datasets through government websites and open-data platforms while supporting data accuracy, transparency, documentation standards, and established government procedures.
Communication:
Ability to communicate with technical and business stakeholders.
Documentation:
Ability to prepare project documentation, status updates, and deliverables.
Work Authorization:
Must be legally authorized to work in the United States. Sponsorship may be considered where permitted by company policy and project requirements.

Experience supporting complex data initiatives, report implementation, user acceptance testing, and coordination between business and technical teams.
