Job Description

We are seeking an experienced Senior Business Systems Analyst to support a major system modernization initiative involving the development and implementation of a new Medicaid application.

The Business Systems Analyst will review, analyze, and evaluate business systems and user needs and formulate solutions aligned with overall business strategies. The role requires strong experience in business process reengineering, requirements analysis, system implementation, project oversight, and identifying technology solutions that improve business effectiveness.

The consultant will work as part of a team responsible for project and product oversight of Medicaid IT systems, integrated projects, and related dependent initiatives. The role will support the documentation, delivery, and oversight of application functionality and assist in developing processes and documentation that promote a consistent approach toward an integrated enterprise solution.

Key Responsibilities

  • Review, analyze, and evaluate business systems, processes, and user requirements.
  • Identify opportunities to apply technology to improve business processes and operational effectiveness.
  • Perform business process mapping and business process reengineering.
  • Develop solution options and perform risk identification and financial analyses, including cost/benefit, ROI, and buy-versus-build evaluations.
  • Develop detailed documentation of user needs, business requirements, system functionality, and application changes.
  • Coordinate with external vendors to complete projects and service requests and define, assign, and evaluate vendor work.
  • Develop and review project artifacts, including requirements documentation, requirements traceability, test cases, design documents, and technical specifications.
  • Analyze systems, troubleshoot issues, and support solution implementations.
  • Manage project scope, acceptance, and deployment activities.
  • Monitor system integration testing (SIT) and user acceptance testing (UAT).
  • Identify project risks and challenges and develop appropriate mitigation strategies.
  • Analyze applicable policies, procedures, and standards to determine their impact on automated systems and functional areas.
  • Support integrated projects and dependencies across enterprise systems.
  • Maintain project and requirements information throughout the development lifecycle.

Required Qualifications

  • 8+ years of experience coordinating with external vendors to complete projects and service requests, including defining, assigning, and evaluating vendor work.
  • 8+ years of experience developing and/or reviewing project artifacts, including test cases, requirements documentation and traceability, design documents, and technical specifications.
  • 8+ years of experience analyzing systems, troubleshooting problems, and supporting solution implementations.
  • 8+ years of experience managing project scope, acceptance, deployment, system integration testing, and user acceptance testing.
  • 8+ years of experience identifying project risks and developing mitigation or avoidance strategies.
  • 8+ years of experience analyzing organizational policies, procedures, and standards and determining their impact on automated systems and functional areas.

Preferred Qualifications

  • 3+ years of experience using TFS/Azure DevOps (ADO) to create, manage, and maintain requirements throughout the development lifecycle.
  • 3+ years of experience working in an Agile environment, preferably SAFe.
  • 3+ years of experience with Microsoft products, including MS Office, SharePoint, and Copilot.
  • Strong understanding of enterprise system components, including user interfaces, data layers, infrastructure, and integrations.
  • Knowledge of business rules engines and workflow orchestration.
  • Familiarity with cloud-based solutions.
  • Experience with Medicaid, CHIP, healthcare systems, or other large-scale government/public-sector systems.
  • Experience maintaining portfolio/project management tools and managing major information technology project information.

Work Hours

The position will generally follow standard business hours, Monday through Friday, 8:00 AM to 5:00 PM, excluding applicable holidays. The position is expected to be onsite in Austin, Texas.
