Summary

Requirements

8 or more years of experience in business analysis for legacy mainframe retirement and system modernization.
Proficiency in Medicaid Enterprise Systems and modular software application design.
Experience with eliciting and documenting functional, technical, data, and reporting requirements.
Experience in current-state and future-state process analysis, gap analysis, and dependency analysis.
Experience with data flow analysis, source-to-target mappings, and system integration dependencies.
Experience in documenting use cases, user stories, and technical acceptance criteria for complex IT projects.
Excellent verbal and written communication skills.

Responsibilities

Translate complex business processes and data flows into technically actionable requirements.
Build business process flow diagrams and visuals to support legacy migration workstreams.
Conduct discovery and analysis of legacy system functions to deliver decision-ready solution options.
Establish requirements traceability from stakeholder needs through implementation and operational readiness.
Perform financial analyses including cost/benefit and ROI for buy versus build technology decisions.
Collaborate across application, infrastructure, and security teams to identify and address critical dependencies.
Facilitate cross-functional reviews and provide actionable recommendations to ensure continuity of operations.
