Job Description
Seeking a skilled Programmer Analyst with strong experience in enterprise application development, Oracle/SQL programming, and system modernization. This role focuses on analyzing and refactoring legacy applications, migrating business logic to a modern cloud-based environment, and supporting large-scale transformation initiatives.
The ideal candidate will have hands-on experience with PL/SQL, data migration, and legacy system analysis, along with the ability to collaborate across technical teams and external vendors.
Key Responsibilities
- Review and document existing application architecture, workflows, and data models
- Analyze and refactor legacy application logic, including PL/SQL code and stored procedures
- Rewrite and optimize Oracle PL/SQL packages, functions, triggers, and views
- Support migration of legacy reporting (e.g., Crystal Reports) to modern platforms
- Perform data extraction, transformation, and validation for ETL processes
- Analyze and redesign core system modules (e.g., records, classification, computation logic)
- Convert legacy UI components (DHTML/HTML forms) into modern frameworks
- Document and support scheduled jobs and backend automation processes
- Collaborate with internal teams and third-party vendors on modernization efforts
Required Skills
- Strong expertise in Oracle PL/SQL (procedures, functions, triggers, packages, views)
- Advanced SQL skills with performance tuning and query optimization
- Experience with data migration, ETL workflows, and schema transformation
- Ability to analyze and interpret legacy or undocumented codebases
- Familiarity with DHTML, HTML, and JavaScript-based applications
- Experience with job scheduling and backend automation tools
- Strong analytical, problem-solving, and documentation skills
Preferred Qualifications
- Experience with AWS (database and reporting services)
- Knowledge of reporting/BI tools such as Power BI or AWS QuickSight
- Scripting experience (Python, PowerShell)
- Experience with enterprise or justice-related systems
- Experience working with third-party vendors on modernization projects
