We are seeking a highly experienced Principal Systems Engineer to support our San Diego, CA customer. As the Tactical Networks (TN) Requirements Manager, you will establish and maintain the technical solution and system design of the NAVY's most vital communications system. Supporting PEO C4I, PMW 160, you will be responsible for providing technical and programmatic analysis in support of the WAN ad LAN requirements development. Additionally, you will provide strong knowledge of systems engineering and information technology, developing solutions, and implementing enhancements across applications and hardware. The Requirements Manager leads and owns the Requirements Review Board (RQRB), collaborates with program managers, lead system engineers, and configuration managers to ensure adherence to NAVWAR policy.

Duties:
  • Responsible for requirements development for the legacy ADNS system as well as the next generation Tactical Networks requirements set.
  • Responsible for Configuration Management process application of system-wide documentation.
  • Analyze the impact to requirements of hardware/software engineering changes across the TN architecture.
  • Perform analyses that cover areas such as complete TN-based documentation review for change impacts and update identification, all Enterprise Change Requests (ECR) and System Engineering Technical Review (SETR) related documentation reviews for accuracy and completeness.
  • Perform technical baseline management and event based technical reviews with TN Subject Matter Experts (SMEs), other solution owners, and Lead Systems Integrators.

Required Education:
  • BS from an accredited college in a related discipline (Engineering, Computer Science, Mathematics, Physical Science, Etc.).

Required Experience:
  • 20+ years of professional experience of which seven (7) are within the Defense Industry, preferably with the Department of Navy.
  • Experience in Systems Engineering, or related technical field experience with knowledge of Systems Engineering concepts and processes.
  • Demonstrate ability to work with multiple engineering fields, identify technical product characteristics, and develop requirements specifications.
  • Able to define and document solutions to complex problems and to convey solutions to both senior management and other internal/external teams.
  • Understanding of communications and network infrastructure systems.
  • Demonstrate leadership and programmatic execution.
  • Excellent written and verbal communication skills, strong social skills, and ability to build consensus among peers in a dispersed environment while building solid relationships with team members.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Visio, and MS Project is required.

Preferred Experience:
  • DOORS/Jira experience or similar tool for requirements management, decomposition, and publication.
  • Familiar with Model Based System Engineering (MBSE).
  • Knowledge of tactical afloat network engineering (ADNS/CANES).
  • Understanding of ship and shore-based Navy Communications and Network Infrastructure systems.

Must have current/active Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $154,000.00-$174,000.00 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
