Job Summary
We are seeking an experienced Azure DevOps Cloud Engineer to support the ITD Tolling modernization initiative. The selected candidate will be responsible for building secure, automated deployment processes and ensuring reliable delivery, deployment, and ongoing updates of cloud-based services.
The role will focus on Azure DevOps CI/CD, Azure cloud engineering, infrastructure automation, security, observability, reliability, and deployment standardization. The engineer will help establish repeatable deployment practices, improve system availability, optimize cloud operations, and support compliant government environments.
The ideal candidate will have hands-on experience with Azure DevOps YAML and Classic pipelines, Azure services, Key Vault, managed identities, Infrastructure as Code, SQL deployment automation, PowerShell/Python, and production Azure environments.
Core Responsibilities
CI/CD Engineering & Release Automation
- Design, build, and maintain CI/CD pipelines in Azure DevOps, including YAML and Classic pipelines.
- Develop deployment pipelines for microservices and APIs.
- Establish reusable pipeline templates, release standards, and deployment guardrails.
- Implement secure secrets and key management using Azure Key Vault and managed identities.
- Automate database deployment workflows using technologies such as DACPAC and SQLCMD.
- Integrate database migration steps into CI/CD releases.
- Implement blue/green deployment and automated rollback strategies.
- Minimize deployment downtime and operational risk.
- Standardize release processes across development, QA, and production environments.
Environment Consistency & Observability
- Standardize provisioning and configuration across Dev, QA, and Production environments.
- Define and maintain configuration baselines.
- Implement Infrastructure as Code to ensure consistent environments.
- Build monitoring dashboards and actionable alerts for deployment and pipeline health.
- Use Azure Application Insights and pipeline logs for monitoring and troubleshooting.
- Establish DevOps practices appropriate for a secure and compliant government environment.
Azure Resource Engineering & Governance
- Implement and maintain Azure services supporting Tolling workloads.
- Work with Azure services including:
- Azure App Services
- Azure Function Apps
- Azure API Management / API Gateway
- Azure Kubernetes Service (AKS)
- Support identity and access management using Microsoft Entra ID.
- Configure SSO and role assignments following least-privilege principles.
- Ensure Azure solutions are fault tolerant and highly available.
- Coordinate change requests and rollback procedures.
- Apply Azure governance and security standards across cloud resources.
Monitoring, Troubleshooting & Reliability
- Monitor Azure services and application workloads for uptime and performance.
- Perform diagnostic analysis using Azure Monitor and Log Analytics.
- Troubleshoot application, infrastructure, and deployment issues.
- Triage production incidents and drive timely resolution.
- Document root cause analysis and corrective actions.
- Participate in operational support cycles and maintenance readiness activities.
- Identify opportunities to improve application reliability and availability.
Compliance, Data Flows & Cost Optimization
- Consider PCI or comparable regulatory requirements when evaluating system behavior, logging, and integrations.
- Understand end-to-end data flows across tolling systems.
- Support systems involving roadway data, financial transactions, reporting, and integrations.
- Identify opportunities to optimize cloud infrastructure and integrations.
- Contribute to cloud cost visibility and optimization recommendations.
- Align cloud operational decisions with governance, security, and budget requirements.
Collaboration & Communication
- Partner with architects, developers, DBAs, and infrastructure engineers.
- Coordinate deployments across application, database, network, and identity teams.
- Ensure deployments align with secure network and identity configurations.
- Communicate technical issues, deployment status, risks, and solutions clearly to stakeholders.
- Support cross-functional troubleshooting and implementation activities.
