Job Title: Enterprise Quality Lead – Healthcare Payer & Program Delivery
Location: Hybrid (Seattle, WA / Vancouver, WA / Portland, OR)
Employment Type: Contract
Experience Level: 10+ Years

Role Overview:
We are seeking a consultative Enterprise Quality Lead with deep Healthcare Payer domain expertise to drive quality assurance excellence across a complex portfolio of 30+ interrelated enterprise projects.
This role bridges strategic QA leadership, quality governance, and program management expertise. You will align IT and business tracks, establish program-wide test strategies, and oversee end-to-end quality validation across claims, provider networks, member enrollment, and healthcare technology platforms. As a trusted advisor to executive leadership, you will ensure that software releases meet rigorous technical standards, business objectives, and regulatory compliance.

Key Responsibilities:

1. Quality Assurance Leadership & Governance
  • Business-IT Alignment: Translate technical risks into operational business impacts, ensuring test scenarios accurately reflect real-world healthcare payer workflows.
  • Unified Test Strategy: Define, implement, and govern a single, coherent program test strategy covering Unit, Functional, System Integration (SIT), Performance, and End-to-End (E2E) testing.
  • UAT & Business Sign-off: Partner closely with business leads and UAT Test Leads to establish joint entry/exit criteria and sign-off processes for production readiness.
  • Governance & Metrics: Establish transparent quality metrics, executive reporting dashboards, and defect triage lifecycles. Provide quality assessments and recommendations for Go/No-Go milestone decisions.
2. Healthcare Payer Domain Leadership
  • Provide consultative quality oversight for core payer systems, including Claims Processing, Revenue Cycle Management (RCM), EDI transactions (837/835, 834, 270/271), Member/Enrollment portals, and Provider Data Management.
  • Ensure all testing frameworks and data handling practices strictly comply with HIPAA, SOX, and healthcare regulatory standards.
3. Program & Project Leadership
  • Work alongside PMO, BAs, Product Owners, and engineering leads to integrate QA timelines into master program schedules (using MS Project / Jira).
  • Manage test environment readiness, test data strategy, and multi-team resource coordination across 30+ parallel projects.
  • Escalate critical quality risks through established program governance channels when testing coverage or approaches pose risks to business continuity.
Required Qualifications & Experience:
  • Experience: 10+ years leading QA/Testing programs for large-scale, multi-disciplinary IT programs, combining QA leadership with program management responsibilities.
  • Payer Domain Expertise: Deep enterprise experience in the Healthcare Payer domain (e.g., Claims Engine processing, Member Enrollment, Billing, EDI, and Health Plan Operations).
  • Delivery Methodologies: Proven experience managing quality governance across Agile, Waterfall, and Hybrid SDLC environments.
  • Quality Frameworks: Broad expertise evaluating/refining test strategies across SIT, UAT, Performance, Automation, and CI/CD pipelines.
  • Tools & Technologies: Proficiency in Jira, Test Management/Defect Tracking tools, Version Control (Git), and Project Management scheduling tools.
Preferred Qualifications:
  • Prior consulting background or advisory experience guiding enterprise digital transformation programs.
  • PMP, PMI-ACP, Certified Software Quality Analyst (CSQA), or Certified ScrumMaster (CSM) certifications.
  • Familiarity with healthcare interoperability standards (FHIR, HL7) and automated testing frameworks.
Work Location Requirement:
Hybrid Work Model: Must be located in or willing to work hybrid out of Seattle, WA, Vancouver, WA, or Portland, OR.
