Program Manager

Role Overview

We are seeking an experienced Program Manager to lead large-scale technology programs supporting enterprise application development, modernization, and operational initiatives in a tolling environment. This role is responsible for driving end-to-end program delivery, managing cross-functional teams, overseeing application lifecycle activities, and ensuring alignment with business objectives and technology strategy.

This is a hybrid opportunity based in Mechanicsville, VA, and is open to candidates within a 100-mile radius of Mechanicsville, VA. The client is only considering candidates who can work without requiring present or future employment sponsorship.

Key Responsibilities

• Lead and manage large-scale technology programs throughout the full Software Development Lifecycle (SDLC)
• Develop and maintain program plans, schedules, resource allocations, risk registers, and status reporting
• Coordinate business, technical, vendor, and executive stakeholders to ensure successful program execution
• Drive procurement activities, resource planning, scope management, and operational transitions
• Lead application development, maintenance, modernization, and enhancement initiatives
• Track program performance across schedule, cost, quality, and risk metrics
• Remove roadblocks and support team development while maintaining accountability for deliverables
• Collaborate with peer program managers on enterprise-wide technology initiatives
• Promote continuous improvement, innovation, and operational excellence across program teams
• Support governance, compliance, audit readiness, and security best practices
