Position Overview
We are seeking an experienced Business Analyst 2 to support the retirement of a legacy enterprise system and the migration of critical business functionality into modern, modular applications aligned with enterprise modernization initiatives.
This role requires a highly skilled Business Analyst capable of bridging business and technical teams while supporting a large-scale legacy modernization program. The selected candidate will be responsible for analyzing existing business processes, documenting current and future-state workflows, eliciting and managing requirements, identifying dependencies, and supporting the successful transition of business functions into future applications.
The ideal candidate possesses strong experience in business analysis, process improvement, systems analysis, requirements management, data analysis, and stakeholder engagement within complex enterprise IT environments.
Project Overview
This initiative consists of multiple concurrent and coordinated workstreams focused on retiring a legacy mainframe-based system and transitioning business processes, reporting, integrations, and operational capabilities into modern enterprise solutions.
This position will play a critical role in ensuring continuity of operations by documenting existing business and technical processes, identifying system dependencies, analyzing impacts, and facilitating the definition of future-state requirements.
Key Responsibilities
Business Analysis & Requirements Management
- Elicit, analyze, document, validate, and manage business, functional, technical, data, reporting, and interface requirements.
- Facilitate requirements gathering sessions, stakeholder interviews, workshops, and discovery meetings.
- Translate complex business needs into clear, testable, and traceable requirements.
- Develop and maintain requirements traceability matrices throughout the project lifecycle.
- Validate requirements with stakeholders and ensure alignment with organizational objectives.
- Identify requirement gaps, inconsistencies, assumptions, and risks.
Process Analysis & Documentation
- Conduct current-state and future-state business process analysis.
- Perform gap analysis, impact analysis, dependency analysis, and business capability assessments.
- Create detailed business process flow diagrams, workflow maps, and visual documentation.
- Document use cases, user stories, acceptance criteria, business rules, and functional specifications.
- Evaluate opportunities for process improvements and operational efficiencies.
System & Data Analysis
- Analyze system integrations, interfaces, data flows, and reporting dependencies.
- Document source-to-target mappings and data movement requirements.
- Identify impacts to downstream and upstream systems during migration activities.
- Support analysis of legacy applications, modernization initiatives, and system transitions.
- Collaborate with technical teams to define system behavior and integration requirements.
Stakeholder Collaboration
- Serve as a liaison between business units, technical teams, vendors, project managers, and leadership.
- Facilitate cross-functional collaboration among application, infrastructure, security, reporting, and data teams.
- Support decision-making through research, analysis, and recommendation development.
- Prepare executive-level summaries, presentations, and project documentation.
Project Support
- Support multiple project workstreams simultaneously.
- Participate in project planning, risk identification, issue resolution, and change management activities.
- Ensure business requirements are properly represented during design, development, testing, implementation, and operational readiness phases.
- Assist with solution validation and readiness assessments.
Required Qualifications
Experience
- 8+ years of Business Analysis experience reviewing, analyzing, and evaluating business systems and user needs.
- 8+ years of experience eliciting, documenting, validating, and managing business, functional, technical, data, reporting, and interface requirements.
- 8+ years of experience developing and maintaining requirements traceability throughout the software development lifecycle.
- 8+ years of experience performing current-state analysis, future-state analysis, gap analysis, impact analysis, and dependency analysis.
- 8+ years of experience documenting use cases, user stories, business rules, acceptance criteria, process flows, and functional specifications.
- 8+ years of experience working with business, application, infrastructure, data, security, and vendor teams.
- 8+ years of experience supporting complex enterprise IT initiatives involving multiple stakeholders and dependencies.
- 8+ years of experience producing executive-level communications and technical documentation.
- 8+ years of experience analyzing data flows, interfaces, reporting systems, source-to-target mappings, and system integrations.

- 3+ years of experience within healthcare, Medicaid, claims processing, eligibility systems, provider management, behavioral health, human services, or related public-sector environments.
- 3+ years supporting application development or infrastructure deployment projects.
- 2+ years of experience with APIs, batch interfaces, data warehouses, reporting modernization, or modular system architectures.
- 2+ years of experience working with government IT governance frameworks, project delivery methodologies, procurement processes, or large public-sector technology initiatives.
