Job Description
We are currently seeking a contract Business Analyst to be a key resource on a technical services team for our client, the Texas Department of Family & Protective Services (DFPS).
Responsibilities
DFPS is currently engaged in a planning effort for the next iteration of the agency’s case management system. This planning effort will require client to plan and prepare the agency to support implementation and transition to the new system. The agency must also assess the agency’s readiness through activities and discussions with key child welfare stakeholders to include internal agency staff, judicial partners, community and federal partners, and providers of Community Based Care.
DFPS is seeking individuals with expertise and knowledge in the following domains: experience in developing requirements for enterprise technology projects and more specifically experience with Statewide Automated Child Welfare Information Systems (SACWIS) and/or Comprehensive Child Welfare Information Systems (CCWIS). The individual must also have experience in business process redesign approaches and techniques, facilitation strategies, technical writing, and have excellent communication skills.
DFPS is seeking individuals with the skills and qualifications to work as a team with other DFPS contracted resources to produce defined deliverables which will aid the agency in requesting funding and other resources need to implement a new case management system. The worker will interact with various other roles (e.g. business analysts, project managers, contract developers, organizational change managers) to develop work products, prioritize assigned work, and provide/present recommendations, options, and alternatives as required.
The Worker is responsible for performing advanced business and systems analysis work that involves gathering, developing, and documenting business processes, and recommendations. Also conducts research and completes special project work. The position will work in concert with appropriate internal and external stakeholders to support the organization’s long-term business goals/strategy for the agency’s case management system. Excellent communication and presentation skills are required for interactions with internal and external stakeholders and for the purposes of developing presentations. Familiarity with child welfare case management practices is preferred.
Worker is responsible for the following:
- Seeking, gathering and analyzing information from internal and external stakeholders and subject matter experts for the purpose of documenting requirements.
- Converting findings into meaningful documentation for use by the division/agency leadership team.
- Communicating with business units, technical, non-technical, functional, management and senior/executive level staff.
- Working within cross-functional teams.
- Experience with analyzing and/or implementing case management systems meeting the requirements for SACWIS/CCWIS
- Experience working in a fast-paced information technology environment
- Experience developing solid requirements documents with a strong attention to detail to capture agency and other stakeholder requirements/needs, scope, and timeline.
- Leading and managing other analysis in business requirements elicitation and review of work products for quality and completeness
- Robust skills facilitating and leading groups to clarify and define agency and other stakeholder needs, scope and priorities, as well as delivering presentations to senior and executive leadership.
- Excellent written and verbal communication skills to provide clear and consistent status updates and information to stakeholders and agency leadership of project progress.
- Solid and working experience with the MS Suite tools (Excel, Word, PowerPoint, MS Project, Visio).
- Communicating and listening in a way that is focused on a clear expression of, as well as understanding of ideas and concepts that ultimately lead to positive outcomes and results.
- Producing identified quality deliverables.
Qualifications
Minimum (Required):
8 years of:
- Experience as a Business Analyst in an enterprise level environment
- Development of documents summarizing analysis and key recommendations with a strong attention to detail
- Experience with the Microsoft Suite of tools (Excel, Word, PowerPoint, Visio, MS Project and SharePoint)
- Facilitating meetings, requirements gathering sessions and conducting presentations with all levels of an organization to include direct delivery, senior, executive leadership, and external partners.
- Developing and presenting project status updates and reporting on key performance indicators for project success
- Strong communication - verbal, written - skills with all levels of an organization to include direct delivery staff up to executive level leadership.
5 years of:
- Awareness and knowledge of systems and solutions that promote efficiency, effectiveness, and enable direct delivery of services to clients.
- Experience in Business Process Design concepts and techniques
- Functional and technical requirements gathering, analysis, and documentation with a strong attention to detail.
Preferred (Optional):
5 years of:
- Experience with analyzing and/or implementing systems meeting the requirements for SACWIS/CCWIS; or experience in analyzing/implementing systems which are related to child welfare or health and human services.
- DFPS Experience
- Awareness or knowledge of DFPS systems and programs.
1 year of:
- Knowledge of Texas Project Delivery Framework.
