Job Purpose: This scope of work is for Business Analyst Services, which includes the compilation and analysis of health and non-health (e.g., social factors impacting health access and outcomes) data to monitor and improve stroke patient care and outcomes and developing computer algorithms to identify at-risk persons for stroke in health systems. Contractor will provide these services to the Florida Department of Health (Department). About the Candidate: Qualifications Education - Bachelor’s degree in one of the following fields: biostatistics, informatics, health services research, management information systems, or information technology. This position requires the following experience and/or knowledge: 1. A minimum of 3 years of hands-on experience with statistical data analysis and manipulation of large datasets, 2. A minimum of 3 years of experience working with relational databases. 3. A minimum of 3 years of experience programming in SQL or Structured Query Language. 4. A minimum of 3 years of experience programming in SAS. 5. Florida Department of Health, Division of Emergency Preparedness and Community Support, Bureau of Emergency Medical Oversight 6. A minimum of 2 years of experience working with data analysis tools and the organization of data analysis in Word, Excel, Access, and SAS. 7. A minimum of 2 years of experience with requirement elicitation techniques to gather and document requirements from stakeholders. 8. A minimum of 2 years of experience with the design and implementation of data quality improvement initiatives. 9. A minimum of 2 years of experience with the delivery of training in related fields. 10. A minimum of 2 years of experience using medical data standards (ICD-10/SNOMED/RxNorm). Primary Job, Duties and Tasks 1. Perform Business Analyst Services, forty hours a week, from Monday through Friday, excluding State of Florida holidays, unless otherwise directed by the Department. Contractor will work additional hours or on weekends as directed by the Department. Contractor will work in person at the Florida Department of Health, 4042 Bald Cypress Way, Tallahassee, FL 32399, unless otherwise directed by the Department. 2. Conduct meeting sessions with internal and external stakeholders to gather existing and needed data requirements for pre-hospital, hospital, and post-hospital stroke data every other week as directed by the Department. 3. Conduct analyses (gap, implementation, process analyses) of the current state of Florida’s existing pre-hospital Emergency Medical Services (EMS) stroke data collection methods and quality of data collection as directed by the Department. 4. Compile and analyze medical data using the Department’s EMSTARS/Biospatial applications and analytical tools as directed by the Department. 5. Analyze and identify the data requirements and methodology to link EMS pre-hospital data with the Florida Stroke Registry (FSR) as directed by the Department. 6. Create datasets, queries, and reports of needed pre-hospital EMS data to support linkage efforts to the FSR as directed by the Department. 7. Prepare reports, data summaries, and other written documentation of stroke surveillance activities as directed by the Department. 8. Conduct quality improvement process analysis activities of the data collection processes of EMS stroke data collection or other related stroke data sources as directed by the Department. 9. Develop recommendations for the improvement of processes and data collection of stroke data and the integration of EMS data with other related stroke data sources as directed by the Department. 10. Provide technical assistance, outreach, presentations, and training materials to improve the quality of data collection and use of Coverdell measures as directed by the Department. 11. Perform technical and procedural support for project stakeholders as directed by the Department. 12. Attend status meetings and or Joint Application Design sessions as directed by the Department. 13. Communicate in written format with project teams and internal stakeholders regarding project activities, deliverables, and status as directed by the Department. 14. DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order. |
