Description

SAIC is seeking a Security Cooperation Exercise Planner located at Camp Smith in Hawaii to support the PACOM J5 Directorate, Security Cooperation Division (J55), National Guard Integration Office (J555), with operational coordination to PACOM J7. This position serves as a key integrator between the National Guard Bureau, state National Guard partners, PACOM staff, and joint/service exercise stakeholders to synchronize security cooperation objectives with exercise programs and maintain critical programmatic and database support for the National Guard Integration Office.

JOB DESCRIPTION:
  • Plan and integrate National Guard capabilities into the PACOM Joint Training Plan (JTP) 6-Year Horizon and Annex M (Training and Exercises) of the PACOM Campaign Order, representing J555 throughout the Joint Event Life Cycle and service exercise planning milestones.
  • Serve as the primary liaison for J555 with joint and service-level exercise planners; analyze and recommend security cooperation activities for inclusion in exercises, and participate in key planning events (e.g., TREW, JWERB, IPC/MPC/FPC, Bilateral Defense Dialogues) to align National Guard participation with Joint Exercise Program objectives.
  • Incorporate Assessment, Monitoring and Evaluation (AM&E) processes into exercise planning; develop and synthesize assessment products (CMPs, FAARs, ESRs), support JLLP entries, and evaluate National Guard State Partnership Program engagements against Country Security Cooperation Plan milestones.
  • Coordinate with J708 PMTEC to integrate State National Guard units into distributed Joint Live, Virtual, and Constructive (JLVC) training and joint training ranges, and manage range/airspace requirements for Guard participation in theater rehearsals.
  • Maintain office battle rhythm and SharePoint administration, including J555 master calendar, TDY/leave tracking, meeting coordination, and management of security cooperation databases (SOCIUM, OHASIS, ETMS2) to ensure accurate event entry, tasker tracking, and timely completion of command requirements.
  • Develop and publish weekly SITREPs, information papers, talking points, executive summaries, and BAO onboarding support materials to enable continuous reporting and administrative support for forward-deployed Bilateral Affairs Officers and State Partnership Program Directors.


Qualifications

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelors and ten (10)+ years of related experience; additional four (4) years of experience considered in lieu of degree.
  • Experience supporting DoD combatant command, service component, or Joint Staff organizations in security cooperation, joint training, exercises, or plans.
  • Demonstrated experience with joint and service-level exercise planning and the Joint Event Life Cycle (JELC), including participation in planning conferences and development of exercise assessment products (FAARs, ESRs, CMPs, lessons learned).
  • Experience with security cooperation and humanitarian assistance databases and task management tools such as SOCIUM, OHASIS, and ETMS2, or similar DoD systems of record.
  • Experience supporting National Guard, State Partnership Program (SPP), or comparable international partnership programs, including integration of partner engagements into theater campaign and training plans.

REQUIRED CLEARANCE:
  • Must have an active Secret clearance with ability to obtain a TS/SCI clearance.


Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
