Daily Duties / Responsibilities:
These positions provide application technology expertise and direction in the
application support/development/implementation of highly complex enterprise-
wide cross functional programs or projects for the Cerner application. May lead
to resolution of highly complex problems. May occasionally work on projects,
engaged in enterprise-wide projects as a team member or as a team leader. Acts
as subject matter expert for multiple areas. Leads a cross functional team to
troubleshoot highly complex hardware, software, and system problems. This
position will be a part of the team responsible for supporting these new solutions
and day-to-day operations of the EHR.
Candidates should be self-motivated, team-oriented, work under limited
supervision, and respond to priority tasks as needed.
DAILY DUTIES / RESPONSIBILITIES:
Specific duties and responsibilities will include but are not limited to the following:
- Serve as Cerner Analyst for PowerChart implementation providing system
optimization, testing, and validation.
- Complete Cerner PowerChart build including PowerNote, PowerForm,
PowerPlan, ESH, and Dynamic Docs.
- Provide knowledge and understanding of DCWs, maintenance, and Discern
rules writing for specific Cerner Solution.
- Collaborate with Clinical Analysts on current and future state workflows and
project documentation. Study and learn system capabilities assigned.
- Responsible for delivering or leading the design, development, support,
maintenance deployment of functional applications as well as information
support processes.
- Lead resolution of highly complex issues or requests that need a technical
expert for specific solution sets. Typically involved in problem management
activities which include performing diagnosis, troubleshooting and critical
thinking to solve or fulfill needs of medium and high complexity; utilizing
knowledge management and escalate issues when necessary.
- Always follows appropriate change control process
- Responsible for completing tasks and associated documentation within
committed timeframes and effectively communicate across teams and all
levels of management.
- Lead technical analysis discussions, deliver supporting artifacts and assist with
conducting review sessions for all necessary approvals.
- Develops, maintains and is a reviewer of knowledge management artifacts and
leads transition to operations functions following implementation delivery.
- Receives necessary information and training of applications during the
implementation of new solutions, upgrades, fixes.
- Leads product release management functions which may include developing
test plans, perform test plans, facilitate end user for end user acceptance
testing and may develop application validation scripts for ongoing operations
team.
- Troubleshoots FSI issues, ESI& ESO issues, linkage of new orders to bi-
directional interface.
- Provides guidance and training and problem-solving assistance to other team
members and operational support teams.
- Leads efforts on continuous process improvement activities to ultimately
improve customer satisfaction experience. Work with Information Technology
staff to learn technical functionality and IT Security Standards and practices.
- Work with Program Area System Owners to learn their business functions and
needs.
- Mapping log of current interfaces in use.
- Assist staff in resolving system-related problems.
- Assist with System user account permissions and security.
- Provide and assist with system user training when onboarding new staff as
well as individual training.
- Attend and provide program area support during scheduled EHR events as
needed.
- Create and maintain supporting system and training documentation.
- Maintain SharePoint content associated with system collaboration sites.
- Document and create technical reports by collecting, analyzing, and
summarizing information and trends as well as system effectiveness.
- Monitor and Identify system data quality issues and work to improve data
accuracy.
- Reviews and monitoring usage reports.
- Assist with the system software life cycle process.
- Coordinate and assist with system testing and production validation.
- Work with Program Area and IT to present key information for improvements.
- Maintain system protocols by writing and updating procedures.
- Assist with development of policies and procedures to conform and comply
with agency standard cyber security policy design related to information risk
management, designation of data as to criticality, confidentiality, and
protection. (NIST 800-53, FISMA, SC InfoSec Requirements
procedures, etc.).
The candidates will work closely with the Assigned Section Manager to identify,
prioritize, and schedule workload and implement IT standards and procedures. The
candidates will work closely with customers and subject matter experts for the
configuration, testing, validation, implementation, and support of the EHR. The
candidates will work with customers to define, design, and implement custom reports
within the EHR including but not limited to using Cerner CCL.
This will also include compliance with DPH security policy/procedures as well as
integrating systems, when possible, to streamline staff workflows, user security, and
data correction.
The position will be utilized for 40 hours per week for the duration of this project. The
selected candidate should be able to work flexible hours where it may be necessary
for work to be completed outside traditional business hours.
Module support of the project.
- DPH will require that selected personnel sign the DPH confidential agreement
and/or Business Associate (BA) agreement if applicable. All web services must
be secure.
- DPH will not accept any offers including an up-lift charge. The rate paid per
consultant must not exceed the established maximum rate.
- Follow agency IT Standards, policies, and procedures to include
documentation.
- All source code (compiled and un-compiled) will become the sole property of
the South Carolina Department of Public Health. Any source code, data,
product, or functionality resulting from this SOW or previously
owned/developed by DPH will remain the sole property of DPH and is not to
be incorporated into the core product of any vendor's application. Any
modifications and interfaces developed under said contract will not be used by
the contractor for any independent project of the contractor or published or
publicized by the contractor without written permission of DPH.
Payment Schedule:
All timesheets shall be entered and approved weekly, and invoices will be submitted
and paid monthly. The State will not pay any extra costs (i.e. Travel, employee
benefits, insurance, room and board, etc.) for temporary employees under this
contract.
