Project Scope:
The Department of Justice (DOJ) is seeking to obtain one (1) consultant resource who specializes in consulting services to support project management and coordination activities for DOJ's transition to the Financial Information System for California (FI$Cal). The Contractor Consultant(s) shall complete the tasks and deliverables (Please check JD doc 2).
Roles/Responsibilities:
- The Project Manager Consultant will oversee and coordinate all phases of the requirements gathering, implementation, testing, go-live, post-implementation monitoring, and project closeout. This contract requires the consultant to manage key project aspects while ensuring compliance with established project management standards.
- The consultant will be responsible for maintaining up-to-date project documentation, tasks/deliverables, and artifacts. The consultant will develop and oversee the project schedule using approved scheduling tools, ensuring alignment with the baseline timeline. By tracking progress and analyzing variances, the consultant will recommend strategies to keep the project on schedule and meet milestones.
- Risk management is a core responsibility, requiring the consultant to log and address risks, action items, issues, decisions, change requests, lessons learned, and related project elements. Additionally, the consultant will schedule and lead critical meetings on topics such as schedule management, change control, project status, risk resolution, contracts, and budget reconciliation. Meeting minutes will be documented and distributed promptly, with follow-ups on action items.The consultant will also be responsible for preparing and submitting reports, including Project Steering Committee (PSC) presentations, DOJ weekly and monthly status reports, and any required reports. The consultant will support the Project Management Office (PMO) in tracking and managing project tasks/deliverables, ensuring proper documentation and accessibility.
- Furthermore, the consultant will maintain Project Management Plans and develop close-out and assessment reports for each project phase. Additional responsibilities may be assigned by the DOJ to ensure project success and compliance with PMO standards.
Mandatory Skills:
- Bachelor's-level degree from a recognized college or university. Alternatively, additional qualifying experience may be substituted for the required education on a year-for-year basis.
NOTE: If no degree, Resource would need to demonstrate a total of eleven (11) years of experience to meet MQ #3 below (i.e., minimum 7 years + 4 additional qualifying years). A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
- Valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). The PMP certification is required and may not be substituted with additional experience.
- Seven (7) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects, comprised of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least three (3) years of that experience must have been as a senior PM of one or more large or complex IT projects, which include PM experience for a project worth at least $5M
- Six (6) years of experience leading a State of California agency through FI$Cal system onboarding, go-live, and post-implementation activities. Specifically, resource must possess experience managing or supporting system transitions related to statewide financial, Enterprise Resource Planning (ERP), and/or the FI$Cal system.
- Five (5) years of Project management experience in CA state government.
- Four (4) years of facilitating alignment with multiple stakeholders, managing change in complex organizations, and meeting facilitation, which includes providing stakeholder updates.
- Four (4) years of initiating and executing a project management plan which includes: creating and monitoring a project schedule, work breakdown structure, and risk/issue tracking with resolution support.
- Four (4) years of coordinating support for Standard Operating Procedures and/or related internal knowledge transfer efforts
- Five (5) years of strategic planning, consulting, workload, and budget management
- Five (5) years of application integration, application upgrade testing oversight, and accounting system related integration and reporting
Desirable Skills:
- Master's degree or doctorate from a recognized college or university.
- A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
