Required Skills

·        PMI Certification

·        3+ years of Project Management experience

·        3+ years of Project Management experience in a Healthcare Insurance Information Technology environment

·        Project planning experience, including effort estimation for technical tasks and resource allocation

Daily Duties / Responsibilities

The South Carolina Department of Health and Human Services is seeking a consultant to serve as a Project Manager for multiple IT projects.

The position will work under the direction of the Chief Information Officer (CIO) or designee.

General Duties

·        Assist with developing business requirements

·        Build and execute project plans

·        Manage project risks and issues

·        Ensure all deliverables and activities are completed with high quality and on schedule

·        Report project status, progress, and strategies verbally and in writing

·        Perform other related duties as assigned

·        Work closely with staff, project teams, management, vendors, and internal/external organizations

·        Compile and manage information required for:

• Project plans
• Portfolio/program plans
• Metrics
• Reports
• Project management documentation

The successful Project Manager will embed themselves in the business being managed, developing a strong understanding of the project details and business environment—not simply managing the project schedule.

Desired Skills & Experience

·        Experience with SharePoint and standard project management tools, including:

• Visio
• PowerPoint
• MS Project
• Word
• Access
• Excel

·        Experience with risk management, including identifying risk triggers and managing risks associated with project plan tasks

·        Ability to create and maintain project management documents and artifacts

·        Excellent written and verbal communication skills

·        Strong listening skills

·        Ability to effectively engage with people and organizations

·        Ability to bring together stakeholders with competing or diverse interests

·        Experience with Medicaid or other healthcare claims system IT projects is preferred

·        Ability to manage multiple high-profile, high-priority projects simultaneously
