Job Title: Business Analyst 3

Location: Hybrid - Austin, TX

The PM/Business Analyst (PM/BA) will support modernization initiatives by leading and executing analysis activities for the conversion of legacy applications to modern, webbased solutions. Reporting to the IT Applications Director, this role requires strong knowledge of .NET technologies and SQL systems to translate legacy functionality into actionable requirements for web application development. The PM/BA operates independently while coordinating across technical and business teams.

Key Responsibilities

• Lead requirements and analysis activities for legacytoweb modernization projects.

• Document currentstate processes, workflows, and system behavior.

• Elicit, validate, and finalize business, functional, and nonfunctional requirements.

• Perform gap analysis between legacy systems and futurestate web solutions.

• Collaborate with developers, architects, and database teams on .NET and SQL solutions.

• Support project planning, task tracking, milestone reporting, and risk escalation.

• Facilitate stakeholder meetings, reviews, and signoffs.

• Provide clarification and validation support to development and testing teams.

• Communicate project status, risks, and dependencies to leadership.

Minimum Qualifications

• 12+ years in legacy system analysis and modernization strategies.

• 12+ years in SDLC for webbased application development.

• 12+ years in requirements elicitation and documentation.

• 12+ years translating legacy application behavior into modern system requirements.

• 12+ years in stakeholder facilitation, communication, and project coordination.

• Strong knowledge of SQLbased data models, workflows, and integrations.

• Proven ability to create clear, complete, and testable requirements documentation.

• Effective collaboration across crossfunctional teams.

• Ability to identify compliance gaps and propose feasible solutions.

• Adaptability in evolving modernization environments.

Preferred Qualifications

• Bachelor’s degree in Business, Computer Science, Information Systems, or related field.

• 8+ years converting legacy applications to webbased solutions.

• 8+ years working with .NET development teams and SQL databases.

• 8+ years supporting largescale IT systems in government/regulatory environments.

• 8+ years with project management methodologies.

• PMIPBA, CBAP, PMP, or similar certification.
