Position Summary
ODOT is seeking a senior Business Subject Matter Expert (SME) / Business Systems Consultant Manager to support the Crash Analysis & Reporting (CAR) Unit. This role will focus on business process analysis, requirements gathering, process improvement, system assessment, testing support, and project coordination for Highway Crash Management Systems.
The ideal candidate will have strong business analysis experience, expertise in documenting business processes, and the ability to collaborate effectively with business stakeholders, management, and technical teams.
Key Responsibilities
· Analyze complex business processes, systems, and operational challenges within the CAR Unit.
· Research, document, and recommend process improvements to enhance efficiency and effectiveness.
· Assess Highway Crash Management Systems, databases, and related business processes.
· Develop and document AS-IS and TO-BE business process models.
· Gather, analyze, and document business and functional requirements.
· Collaborate with business stakeholders and ODOT IT teams to recommend solution alternatives.
· Support Unit Testing, System Testing, and User Acceptance Testing (UAT).
· Conduct data quality reviews and data cleanup assessments.
· Provide project management guidance, task tracking, and coordination support.
· Prepare functional specifications, business documentation, and end-user training materials.
· Communicate effectively with business users, technical teams, and leadership.
Required Qualifications
· Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field.
· 10+ years of experience as a Business Analyst, Business Systems Consultant, SME, or similar role.
· Strong experience in business process analysis, process improvement, and requirements management.
· Experience documenting business requirements, workflows, and functional specifications.
· Solid understanding of the Software Development Life Cycle (SDLC), including:
o Requirements Management
o Data Management
o Functional Specifications
o Testing Methodologies
o End-User Training
· Experience supporting system testing, QA, and UAT activities.
· Strong data analysis and data validation skills.
· Ability to work with stakeholders at all organizational levels, including senior management.
· Excellent verbal and written communication skills.
· Advanced proficiency with Microsoft Office Suite.
Preferred Qualifications
· Knowledge of NHTSA Reporting and Crash Data Management.
· Experience with Highway Crash Management Systems.
· Experience performing data cleanup and data quality assessments.
· Project management and coordination experience.
· Ability to analyze source code to support business and requirements analysis.
· Government or public-sector experience is a plus.
