Training Specialist / Instructor
Role purpose
Designs and delivers role-based training, onboarding, re content, super-user enablement, and job aids for
operations and system users.
Core responsibilities
Develop curricula, facilitator guides, quick-reference materials, and training schedules by role.
Deliver instructor-led and virtual training to new hires, super-users, and existing staff.
Translate policy, procedure, and workflow updates into practical user training.
Assess training effectiveness, identify gaps, and update content based on QA findings and operating changes.
Support technical assistance and troubleshooting guidance for end users.
Coordinate training records, completion tracking, and re cadence.
Recommended minimum qualifications
Bachelor s degree preferred. Five or more years of professional experience in training, instructional design, adult
learning, quality support, or operational enablement. Experience developing training for business systems or
regulated program processes required.
Minimum years of experience criteria
5+ years total relevant experience
2+ years in training delivery, instructional design, adult learning, or operational enablement
Direct government, Child Care Scholarship, public assistance, or regulated program training experience
strongly preferred
Preferred qualifications
Experience preparing and presenting new-user and re training for State systems or public program
operations.
Experience developing guidance and technical assistance materials for end users.
Experience integrating QA findings into training improvements.
Experience in education, child care, special education, public benefits, or government operations.
Ideal prior experience for this procurement
Former MSDE trainer, system trainer, or QA/training hybrid resource who has supported statewide data, service, or
case systems and can translate operational requirements into usable job aids and training.
