About the Role
A mid-sized IT services firm with an established public sector portfolio is seeking a driven Business Development Officer to expand its footprint across Texas state agencies, Central Texas municipalities, counties, school districts, and other public entities. This is a performance-oriented role for a self-starter who thrives in competitive procurement environments and knows how to build lasting institutional relationships.
The position is hybrid in structure field presence is expected and essential for relationship cultivation and active pursuit activity, while administrative, research, and pipeline management work may be performed remotely. Compensation scales with results: a competitive base is supplemented by an incentive structure tied to contract wins, contract value, and revenue milestones.
Core Responsibilities
Identify, track, and pursue public sector IT procurement opportunities across Texas state agencies, city and county governments, independent school districts, and higher education institutions in the Central Texas region
Develop and maintain active relationships with procurement officers, agency IT directors, and key decision-makers across target entities
Navigate and manage the full procurement lifecycle from opportunity identification and RFP/RFQ analysis through proposal support, evaluation periods, and award
Serve as the firm's primary point of contact with the Texas Department of Information Resources (DIR) and similar cooperative purchasing and procurement frameworks
Support the development of compliant, competitive proposal responses in coordination with internal technical and project teams
Maintain an active pipeline with accurate forecasting, opportunity staging, and CRM documentation
Represent the firm at industry events, procurement conferences, agency outreach sessions, and relevant public meetings
Cultivate relationships with elected officials, agency leadership, and staff across target jurisdictions to position the firm favorably ahead of future procurements
Required Qualifications
Minimum 3 5 years of business development, sales, or contractor management experience within or serving Texas public sector IT markets - Preferred to have DIR customer base experieince in IT sales
Demonstrated knowledge of Texas state procurement rules, processes, and frameworks, including DIR cooperative contracts, TXMAS, and agency-specific solicitation procedures
Established relationships with procurement staff and IT leadership at one or more Texas state agencies, municipalities, counties, or school districts
Familiarity with the Texas Department of Information Resources (DIR), HHS, TxDOT, or comparable large agency IT procurement operations
Strong working knowledge of RFP/RFQ/RFI processes and public procurement compliance requirements
Proven track record of contributing to contract wins in a competitive public sector environment
Preferred Qualifications
Existing relationships with Governor's Office staff, agency commissioners or deputies, legislative staff, or other elected and appointed officials across Texas
Experience with Central Texas jurisdictions including City of Austin, Travis County, Austin ISD, and surrounding municipalities
Familiarity with DIR cooperative purchasing vehicles and vendor onboarding processes
Experience with public sector IT categories such as managed services, cybersecurity, infrastructure, staffing, or systems integration

Compensation Structure
Base salary: $45,000 $60,000, commensurate with experience
