Project Overview

The position supports the UISIm project — a multi-year modernization initiative replacing the 40+ year-old Unemployment Insurance legacy system with a new integrated platform.

The role primarily supports testing and business analysis activities within the modernization effort.

Position Summary

The Systems Analyst will:

Analyze, design, and implement information systems
Serve as liaison between business SMEs and ITS technical teams
Assess and improve business processes using IT solutions
Document and validate requirements
Support testing and defect management
Act as a change agent driving system improvements

Mandatory Qualification

Systems Analyst – Expert Level (84+ months experience)
Specializes in analyzing, designing, and implementing information systems
Leads organizational improvements and system change initiatives

Requested Qualifications

84 months – Leading a team of technical systems analysts on complex projects, including:

Planning and eliciting requirements
Documenting business processes
Resolving stakeholder design issues
Evaluating technical solutions and recommending improvements

84 months – Creating/analyzing:

BRDs
SRS
Business rules
Traceability matrices
Workflow diagrams
System requirement artifacts

60 months – Creating SQL queries to analyze and validate backend data to identify system defects
48 months – Creating/analyzing workflow, business process, and technical diagrams using MS Visio
36 months – Creating wireframes/screen mockups for requirement purposes
