Summary
Job Summary
- Provide hands-on architecture and engineering leadership for EDW reporting and analytics.
- Lead application architecture, data architecture, BI/reporting, product implementation, infrastructure design, and technical leadership.
- Translate business and regulatory requirements into practical technical solutions.
- Develop proof-of-concepts and evaluate technical solution options.
- Present architecture recommendations, risks, and technical decisions to customers and executive leadership.
Primary Responsibilities
- Own end-to-end application and technical architecture for reporting, analytics, data integration, and transaction-processing solutions.
- Lead CMS-64 / Federal Reporting modernization from current-state assessment through implementation and production.
- Translate Medicaid claims and federal reporting requirements into maintainable technical designs.
- Design configurable business rules, effective-dated reference data, transaction traceability, auditability, reconciliation, and regulatory outputs.
- Modernize Informatica workflows, SQL logic, Linux/Unix scripts, and manual processes into Python-based applications and automation.
- Evaluate and optimize Teradata for high-volume data processing.
- Provide hands-on technical leadership for complex development and engineering activities.
- Develop and review Python, advanced SQL, Informatica, ETL/ELT, APIs, web, configuration, data-processing, and automation components.
- Design proof-of-concepts to compare technical solution options.
- Document measurable POC results and use them to support architecture decisions.
- Define architecture across web/UI, APIs, services, processing engines, databases, orchestration, and scheduling.
- Define security, identity/access, logging, monitoring, backup/recovery, and disaster-recovery architecture.
- Partner with infrastructure, security, UI, database, cloud, engineering, BI, QA, product, and business architecture teams.
- Review capacity, scalability, licensing, configuration, deployment, and production-support ownership.
- Guide BI and federal reporting delivery, including report design and drill-down/detail reporting.
- Ensure reporting reconciliation, data quality, and modernization of legacy BusinessObjects or equivalent reporting platforms.
- Establish Azure DevOps engineering practices for epics, features, user stories, repositories, branching, pull requests, and code reviews.
- Implement version control, CI/CD, release traceability, and production deployment practices.
- Use AI and automation for code analysis, source-to-target mapping, documentation, testing, migration assessment, and data-quality validation.
- Ensure AI-assisted engineering follows governance and human-review requirements.
- Create architecture diagrams, solution designs, technical specifications, interface documentation, and data-flow documentation.
- Define infrastructure requirements, implementation roadmaps, estimates, risks, dependencies, and operational support models.
- Provide architecture governance, peer reviews, technical standards, and technical troubleshooting.
- Resolve performance issues, production problems, design challenges, and cross-system dependencies.
- Lead and mentor architects, data engineers, ETL developers, BI developers, modelers, analysts, testers, and administrators.
- Build backup coverage and transfer technical knowledge across the team.
- Present architecture options, risks, status, and recommendations to customers and leadership.
- Facilitate technical and business decisions across multiple stakeholder groups.
MARS / CMS-64 Modernization
- Finalize current-state inventory and target architecture for CMS-64 federal reporting.
- Cover claims preparation, transformation, split/manufactured transactions, staging, summary/detail tables, reconciliation, certification, and output generation.
- Design governed reference-data capabilities for rates, codes, conditions, file layouts, effective dates, revisions, and lookback processing.
- Standardize reference-data ingestion from internal and external source partners.
- Evaluate Python-only processing versus Python orchestration with Teradata SQL.
- Recommend the approach based on performance, maintainability, scalability, controls, and supportability.
- Define web/UI and API patterns for authorized lookup and reference-data maintenance.
- Design controlled execution, status visibility, review, approval, and certification workflows.
- Define DEV, SIT, UAT, PROD, and DR architecture.
- Confirm VM/compute sizing, database and staging requirements, service accounts, connectivity, scheduling, monitoring, and security approvals.
- Define backup, recovery, and production-support responsibilities.
- Break approved architecture into iterative Azure DevOps deliverables.
- Define milestones, dependencies, acceptance criteria, estimates, and customer sign-offs.
- Identify critical-path items and external dependencies.
- Keep near-term MARS improvements aligned with the broader modernization/rewrite.
- Support automation of quality validation, test scripts, data-quality warnings, lookup maintenance, MACFIN automation, and EDW-to-MARS reconciliation.
Required Qualifications
- Bachelor's degree in Computer Science, Engineering, Information Systems, or related field, or equivalent professional experience.
- 10+ years of progressive IT experience in enterprise application, solution, technical, or data architecture.
- 5+ years of architecture or technical leadership for complex application, data, reporting, or product implementations.
- 3+ years of people leadership, team leadership, or technical mentoring experience.
- Hands-on Python development experience.
- Advanced SQL development experience.
- Experience building proof-of-concepts, automation, data-processing solutions, and troubleshooting complex issues.
- Strong ETL/ELT and data-integration experience.
- Hands-on Informatica experience.
- Experience modernizing Informatica, SQL, and script-based processing into Python or modern frameworks.
- Strong Teradata experience.
- Experience with performance-aware SQL, schemas, stored procedures, data movement, workload management, and high-volume processing.
- Hands-on BI/reporting experience with BusinessObjects, Power BI, Tableau, SAS, or equivalent tools.
- Experience designing OLTP and transaction-processing systems.
- Experience with OLAP, dimensional, relational, and enterprise data-warehouse solutions.
- Experience with application infrastructure and configuration across web, API, batch, database, security, identity/access, scheduling, monitoring, and environment management.
- Experience with source control, repositories, branching, pull requests, code reviews, CI/CD, and automated deployment.
- Hands-on Azure DevOps or equivalent platform experience.
- Experience with work-item and release traceability.
- Excellent written and verbal communication skills.
- Strong presentation and facilitation skills.
- Ability to explain technical options and risks to customers and leadership.
- Ability to collaborate across architecture and delivery teams.
- Ability to provide hands-on technical guidance during complex delivery and production issues.
