Job Summary:
Tryfacta is seeking Multiple Key Personnel β Project Manager, Senior Oracle DBA, System Engineer/Architect, Senior Forms Developer, and Senior APEX/Java Developer for our client, U.S. Army Corps of Engineers (USACE), Institute for Water Resources (IWR), Hydrologic Engineering Center (HEC). Responsibilities for these positions include, but are not limited to:
- Support the U.S. Army Corps of Engineers (USACE) CWMS Database Authorization Maintenance and Improvements project.
- Support modernization, maintenance, enhancement, testing, security, authorization, and deployment activities within the CWMS/CWBI environment.
- Work with AWS GovCloud, Oracle databases, REST APIs, authorization/access-control technologies, and modern application development frameworks as applicable to the position.
- Participate in pull-request-based development, automated testing, security assessment, documentation, and technical reviews.
- Support federal cybersecurity, RMF, STIG/SRG, accessibility, and secure-development requirements as applicable.
- Collaborate with USACE/IWR/HEC technical teams and stakeholders.
- Deliver assigned work products and technical solutions in accordance with project requirements.

COMMON MANDATORY REQUIREMENTS FOR ALL POSITIONS:
- U.S. Citizenship β MANDATORY.
- Prior DIRECT USACE experience β MANDATORY.
- Other federal/DoD agency experience does NOT substitute for the required USACE experience.
- Must be able to obtain a favorable Tier 3 background investigation.
- Candidate must provide specific USACE organization/client, contract number, dates of service, role, and prime/subcontractor status.
- Required certifications must be current, and copies of all required certifications must be provided.
- Candidate must be willing to provide a Letter of Commitment as required for Key Personnel.
- Ability to work remotely from the contractor facility.
PROJECT MANAGER
- 8+ years of total professional experience.
- 3+ years direct USACE experience β MANDATORY.
- Experience managing federal software/database/API development projects.
- Agile/DevSecOps, RMF and firm-fixed-price delivery experience.
- PMP/PgMP/DAWIA Program Management certification β REQUIRED.
- CSM, PMI-ACP, or SAFe Agilist β REQUIRED.
- Security+ CE or equivalent β REQUIRED.
- Copies of all required certifications β MANDATORY.
SENIOR ORACLE DBA
- 10+ years of total professional experience.
- 4+ years direct USACE experience β MANDATORY.
- Experience with Oracle VPD and session contexts.
- Oracle RDS and AWS GovCloud experience.
- CWMS/CWMS Data API or applicable USACE water-management platform experience.
- Database modernization/consolidation and REST API experience.
- Oracle Certified Professional DBA 12c or later β REQUIRED.
- AWS Certified Database Specialty OR AWS Solutions Architect Associate β REQUIRED.
- Security+ CE or equivalent β REQUIRED.
- Copies of all required certifications β MANDATORY.
SYSTEM ENGINEER / ARCHITECT
- 8+ years of total professional experience.
- 3+ years direct USACE experience β MANDATORY.
- Experience with AWS GovCloud and federal cloud environments.
- AWS CDK in Python experience.
- Open Policy Agent (OPA) experience.
- Keycloak/OIDC/OAuth2 experience.
- RMF/eMASS, STIG/SRG and DoDAF experience.
- AWS Solutions Architect Professional OR AWS Solutions Architect Associate + DevOps Engineer Professional β REQUIRED.
- CISSP, CASP+ CE, or CISM β REQUIRED.
- CKA β required where the candidate will own container orchestration.
- Copies of all required certifications β MANDATORY.
SENIOR FORMS DEVELOPER
- 10+ years of total professional experience.
- 4+ years direct USACE experience β MANDATORY.
- Prior USACE District-facing web interface experience.
- Strong React experience, including production single-page applications.
- Access-control/permissions administration UI experience.
- REST API integration experience.
- Section 508 and WCAG 2.1 AA government web-interface experience.
- Secure coding and automated front-end testing experience.
- Security+ CE or equivalent β REQUIRED.
- IAAP CPACC or WAS accessibility credential β REQUIRED.
- Current React or front-end engineering credential β REQUIRED.
- Copies of all required certifications β MANDATORY.
SENIOR APEX / JAVA DEVELOPER
- 10+ years of total professional experience.
- 4+ years direct USACE experience β MANDATORY.
- CWMS Data API/database or applicable USACE water-management API experience.
- Strong Java/Javalin and Access Manager experience.
- REST APIs and Open Policy Agent (OPA).
- JUnit 5, REST Assured and Testcontainers experience.
- Oracle database experience.
- OCP Java SE Programmer OR OCP Oracle APEX Developer β REQUIRED.
- Security+ CE or equivalent β REQUIRED.
- Secure-coding credential such as GIAC GSSP-JAVA β REQUIRED.
