The Trade Compliance FTZ Manager serves as the Subject Matter Expert (SME) responsible for end-to-end operational governance and import/export regulatory compliance for the Foreign Trade Zone (FTZ) including implementation with a 3PL solution. This role oversees site compliance with the U.S. Customs and Border Protection (CBP) regulations, focusing on daily zone operations, audit readiness, and strategic trade compliance management.

Detailed Description

• 
  Primary Point of Contact: Serve as the primary site subject matter expert for all FTZ operational and trade compliance matters.
  
• 
  Operational Oversight & Import Management: Direct daily zone and import activities, including admissions (CBPF 214), weekly consumption entries (CBPF 3461/7501), removals, and cross-functional stakeholder communications.
  
• 
  Inventory Reconciliation: Lead mandatory Inventory Control and Recordkeeping System (ICRS) audits to ensure alignment between physical inventory and digital customs records.
  
• 
  Regulatory Filings: Prepare and submit annual regulatory filings, including the FTZ Board Annual Report, Annual Reconciliation, and Annual Certification Letter.
  
• 
  Audit Readiness & Training: Maintain the FTZ Procedures Manual and SOPs, audit entry accuracy, and conduct regulatory training programs for management and key import/export personnel.
  
• 
  Metrics & Performance: Establish and track key performance indicators (KPIs) to optimize operational efficiency and measure cost savings.
  
• 
  3PL & Broker Coordination: Partner with customs brokers and third-party logistics (3PL) providers to maintain regulatory compliance, ensure Advanced Shipping Notice (ASN) accuracy, and manage daily receipt reconciliation.
  
• 
  Implementation and project management of 3PL and Direct Company FTZ
  
• 
  Working with SCM key stakeholders and IT to map foreign material and access storage (warehouse) FTZ solutions
  
• 
  Key contact for 3PL FTZ solution including engaging with internal and external stakeholders
  

Knowledge/Skills/Competencies

• 
  Proven experience working with 3PL FTZ including implementations
  
• 
  Project Management experience
  
• 
  Provide IT/ICRS experience including supplier mapping, ASN development
  
• 
  Experience working with electronic or high tech supply chains
  
• 
  Licensure: Licensed Customs Broker (LCB) or Certified Zone Specialist (CZS) preferred.
  
• 
  Technical & Trade Expertise: Strong working knowledge of the Harmonized Tariff Schedule (HTS), proficiency in specialized FTZ software, and advanced data analytics skills in Excel.
  

Physical Demands

• Duties of this position are performed in a normal office environment.
• Duties may require extended periods of sitting and sustained visual concentration on a computer monitor or on numbers and other detailed data. Repetitive manual movements (e.g., data entry, using a computer mouse, using a calculator, etc.) are frequently required.

Typical Experience

• 
  5-8+ years of experience in FTZ administration and trade compliance within manufacturing or high-volume distribution environments.
  

Typical Education

• 
  Bachelor's degree in Supply Chain, International Business, Law, or a related field.
