Mandatory:
Hands-on requirements engineering: elicitation, documentation, traceability, and change control in Azure DevOps using user stories, features, epics, and acceptance criteria.
Agile delivery experience (Scrum/SAFe): backlog grooming, sprint planning, review/demos, and iterative validation with stakeholders.
Stakeholder facilitation and communication across business operations, terminal staff, IT, vendor teams, and executive leadership.
Experience with public-facing business workflows, including integrations, data migration, and operational readiness.
Test planning and UAT coordination: scenario design, defect triage, and readiness sign off aligned to release milestones.
Operational process analysis and future state design documentation with visualization tools
Risk, issue, and dependency management; ability to proactively make surface impacts and drive mitigation actions.
Ability to produce clear executive reporting, status updates, and decision briefs supported by measurable outcomes and KPIs.
Desirable:
Certification in Project Management and/or Business Analysis
Advanced proficiency in Azure DevOps for requirements traceability, dashboards, and release reporting.
Experience in public sector procurement, including RFI/RFP development and vendor selection for enterprise platforms.
Knowledge of data governance and privacy requirements for customer and operational data.
Experience coordinating pilot deployments and phased system rollouts, including terminal readiness activities.
Experience collaborating with academic or industry research partners to evaluate and integrate innovative technologies.
Strong analytical skills to define KPIs, interpret operational metrics, and support continuous improvement initiatives.
Excellent written communication skills for authoring requirements, test plans, operational procedures, and executive reports.
