Our Digital Modernization Division specializes in delivering enterprise-scale data platforms, cloud modernization, advanced analytics, and DevSecOps engineering capabilities to federal government agencies. We design, build, and operate high-performance data and analytics ecosystems that enable mission-critical decision-making.

We are seeking an accomplished Program Manager with extensive experience in leading complex federal data initiatives. In this role, you will oversee the development, operations, and modernization of an advanced analytics and enterprise data environment that supports a major federal mission. This environment is comprised of a cloud-hosted data lake, Databricks, Tableau, graph data services, social media analytics tools, and a comprehensive DevSecOps toolchain.

Job Location
Must be able to be onsite 5 days a week in the Reston office with periodic customer site visit in Maryland.

What You Will Do:

Enterprise Program Leadership
  • Lead the end-to-end management of a large federal data platform, including a cloud-hosted enterprise data lake, reporting tools, AI/ML capabilities, and enterprise analytics services.
  • Manage program financials, staffing plans, contract performance, and resource allocations. Lead program-level planning, roadmap development, dependency management, and release coordination across multiple workstreams.
  • Oversee team performing multi-year modernization initiatives spanning data engineering, advanced analytics, artificial intelligence, cloud architecture, and knowledge graph technologies.
  • Manage cross-functional agile delivery teams specializing in analytics, data engineering, cloud operations, security, and user support.
  • Champion the adoption of AI/ML, automation, predictive modeling, and responsible data science methodologies.
  • Partner with DevSecOps and cloud engineering leads to align processes, tools, and compliance with ATO requirements.

Data, Analytics & Reporting Operations
  • Oversee the management of operational data stores, data marts, data ingestion pipelines, and API-driven data sharing services.
  • Ensure the reliability, accuracy, and performance of enterprise reporting tools, including Tableau, SAS, Oracle Analytics, and social listening/response platforms.

Stakeholder, Governance & Compliance
  • Serve as the primary interface with federal leadership, mission owners, and technical teams.
  • Ensure adherence to federal data governance, identity management, security, privacy, and compliance requirements for the program.
  • Ensure compliance with federal security controls, ATO requirements, zero trust initiatives, and continuous monitoring obligations.
  • Develop and maintain program KPIs, dashboards, and performance reports.

Vendor, Partner & Multi-Team Coordination
  • Manage subcontractors, partners, and multi-vendor engineering teams to ensure cohesive delivery.
  • Coordinate with other federal portfolios, enterprise systems, and shared services organizations to facilitate cross-cutting integrations and modernization initiatives.

What You Will Bring With You:
  • U.S. Citizen with ability to obtain and maintain a federal Public Trust or equivalent clearance.
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related discipline.
  • 10+ years of professional experience managing large-scale data and analytics projects
  • Must have Project Management Professional (PMP) certification.
  • Information Technology Infrastructure Library (ITIL) certification
  • Program management certification/leadership/management certification or agile certifications (e.g. SAFe, Certified Scrum Master (CSM)

What We Would Like You To Bring With You:
  • Significant technology expertise in addition to program management experience.
  • Demonstrated success leading multi-vendor teams and complex contracting environments.
  • Demonstrated ability to manage complex data ingestion, advanced analytics workloads, and distributed compute environments.
  • Proven experience with programs integrating AI/ML and predictive analytics into enterprise operations.
  • Strong background in implementing Agile methodologies at scale.
  • Experience managing programs using Databricks
  • Experience with programs performing work in knowledge graphs, investigative analytics, or advanced entity resolution.
  • Experience leading cloud modernization programs in AWS or Azure environments.
  • Previous hands-on technical experience
