Role: Sr. Data Governance Engineer

Position Summary
Seeking a senior-level hands-on Data Governance Engineer with 10+ years of experience in data cataloging, metadata management, data lineage, data quality monitoring, and governance platform implementation. The resource will support enterprise data governance initiatives across critical business and regulatory reporting systems.

Key Responsibilities
Data Catalog and Metadata Management

Implement and configure the selected governance platform to catalog priority data assets.
Configure metadata harvesting and integration paths for Azure Synapse, Oracle, Power BI, GIS, LIMS, AMI, and other approved systems.
Link business glossary terms and Critical Data Elements (CDEs) to physical data assets, reports, dashboards, datasets, and data pipelines.
Create standards for catalog maintenance, ownership, and certification of trusted datasets.
Define metadata refresh schedules and validation procedures to maintain metadata accuracy and timeliness.
Establish metadata quality rules including required fields, naming conventions, classification completeness, and stewardship assignments.
Create API or event-driven integration requirements to support scalable and near real-time metadata ingestion.
Define catalog performance requirements including search responsiveness, load times, and uptime targets.
Data Lineage and Regulatory Traceability

Document and configure lineage for priority regulatory and enterprise reporting workflows.
Build source-to-report lineage for workflows including water quality compliance reporting, wastewater reporting, customer/revenue reporting, asset reporting, and financial reporting.
Configure automated lineage where supported and document manual lineage where automation is not available.
Develop repeatable lineage documentation procedures for future projects.
Define enterprise lineage standards including granularity, formats, templates, and minimum attributes.
Establish lineage validation and certification processes for audit and regulatory accuracy.
Identify lineage gaps in legacy systems and document mitigation or placeholder approaches.
Define lineage storage, retention, and versioning requirements.
Data Quality Monitoring and Issue Management

Profile priority datasets and establish data quality baselines.
Define data quality dimensions, rules, thresholds, scorecards, dashboards, and stewardship workflows.
Configure issue management processes for data quality exceptions, remediation ownership, root cause tracking, and resolution status.
Integrate governance metrics with Power BI or other reporting tools.
Define continuous and near real-time data quality monitoring requirements for operational systems such as SCADA and AMI.
Establish SLAs for issue triage, remediation timeframes, and escalation paths.
Define integration requirements for embedding data quality rules into ETL/ELT pipelines including Azure Synapse pipelines.
Provide enterprise data quality reporting, dashboards, trend analysis, and risk indicators.
Governance Platform Implementation

Support governance platform selection validation if not finalized.
Configure development, test, and production environments.
Configure user roles, workflows, glossary, catalog, CDE registry, lineage, data quality rules, notifications, and dashboards.
Integrate with Microsoft Entra ID / Active Directory for authentication and role-based access.
Provide administrator documentation and configuration handover.
Define performance, scalability, and storage requirements for the governance platform.
Implement backup, disaster recovery, and failover requirements with RTO/RPO targets.
Establish version upgrade and change management processes including regression checks and rollback procedures.
Ensure platform alignment with enterprise architecture principles for analytics, cloud, and regulatory compliance.

Required Qualifications

10+ years of experience in Data Management, Data governance, metadata, data lineage, and data quality.
Strong experience with governance platforms and enterprise data cataloging.
Experience configuring metadata integrations across Azure Synapse, Oracle, Power BI, GIS, LIMS, and AMI systems.
Experience in lineage documentation, regulatory traceability, and governance workflows.
Experience implementing data quality frameworks, scorecards, and issue remediation processes.
Experience integrating governance tools with Active Directory / Entra ID.
