The Virginia Department of Transportation (VDOT) Information Technology Division (ITD) is seeking an experienced Business Systems Analyst to serve as a key member of the Design Team supporting IT projects.
This is a fast-paced environment requiring an individual who can manage multiple projects, adapt to changing priorities, maintain high-quality standards, and proactively contribute to process improvements. The analyst may also coordinate small-scale projects or individual workstreams.
Work closely with project team members and business stakeholders to understand business processes, challenges, and pain points.
Develop a strong understanding of customers'' business applications and systems.
Conduct Root Cause Analysis (RCA) to identify system gaps, deficiencies, and opportunities for improvement.
Determine whether issues require business, technical, or blended solutions.
Document current-state and future-state processes using process flows, context diagrams, and data flow diagrams.
Gather, analyze, and document business and technical requirements.
Develop detailed user stories, use cases, acceptance criteria, and process flows.
Decompose requirements into Epics, Features, Themes, and User Stories.
Create clear and concise user stories that can be easily understood and implemented by technical teams.
Apply progressive elaboration to refine requirements throughout the SDLC.
Map user stories to technical design specifications and system modifications.
Identify dependencies between related user stories, business processes, and technical components.
Assist the Product Owner with product backlog management and prioritization.
Create conceptual prototypes, mock-ups, wireframes, and other visual representations of proposed solutions.
Evaluate alternative solutions based on cost, business value, technical feasibility, and compatibility.
Collaborate with internal teams, vendors, consultants, contractors, developers, and business stakeholders.
Support solution design, implementation, validation, and testing.
Perform QA-related activities including defining test objectives, test plans, test cases, and regression testing.
Execute test cases and validate system functionality against business requirements.
Coordinate and facilitate User Acceptance Testing (UAT) with business users.
Track UAT progress and communicate status to Project Managers and Scrum Masters.
Validate that system changes meet documented business requirements.
Schedule, facilitate, and document cross-functional meetings.
Prepare meeting agendas and capture decisions, action items, risks, and follow-ups.
Distribute meeting minutes and ensure appropriate stakeholders are informed.
Serve as a liaison between business users, project managers, developers, vendors, and other stakeholders.
Provide regular updates regarding project progress, risks, issues, dependencies, and deliverables.
Manage competing priorities while meeting project deadlines and quality expectations.
Support small-scale projects and workstreams as a project coordinator when needed.
Proactively identify opportunities for process improvement, efficiency, and quality enhancement.
Strong experience as a Business Systems Analyst / Business Analyst in IT software and application projects.
Experience working within Agile/Kanban/Sprint and Waterfall SDLC methodologies.
Strong requirements gathering and business process analysis experience.
Hands-on experience creating Epics, Features, Themes, User Stories, Use Cases, and Acceptance Criteria.
Experience with requirements traceability and requirements management.
Strong experience with business process documentation and modeling.
Experience creating Process Flows, Context Diagrams, and Data Flow Diagrams.
Experience creating wireframes, mock-ups, prototypes, and conceptual designs.
Strong Root Cause Analysis and problem-solving skills.
Experience with QA, test planning, test cases, regression testing, and UAT.
Strong stakeholder management and communication skills.
Ability to translate business needs into technical requirements and actionable development work.
Ability to manage multiple projects, priorities, and deadlines.
