Job Title: Research and Evaluation Analyst

Location: Portland, Oregon (Hybrid)

Position: Contract Position 

 

JOB DESCRIPTION: The research analyst will focus on specific projects or tasks to

support the RTF’s annual work plan(s), specifically focused on
technical work related to research and evaluation. The RTF is
seeking a research analyst with strong analytical and research
capabilities. The ideal research contract analyst will bring:
 Technical and research skills, with preferred background in
energy efficiency evaluation or statistics
 Ability to clearly explain complex analysis or technical
details to a broad audience through both presentations
and written documentation
 Expertise in energy efficiency technologies, and/or
demand response products, preferably across a wide
range of sectors and end uses
 Expertise in reviewing and synthesizing energy efficiency
evaluation results and designing research to reduce
uncertainty around key variables
 Understanding of the regional context and data of the
Pacific Northwest
 Familiarity with RTF work products and tools, including
RTF measure workbooks, as well as a general
understanding of the RTF Guidelines
The work of the research analyst includes:
 Support energy efficiency measure update and
development: Lead process for quantifying uncertainty in
RTF measures, including ensuring consistency, when
possible, on how uncertainty is quantified across
measures. Review and synthesize regional evaluations to

inform analysis of energy efficiency measures and demand
response products.
 Draft research strategies for RTF Planning measures: Lead
the drafting of RTF research strategies for Planning
measures, in collaboration with the analyst leading
measure update or development.
 Prepare and lead subcommittee meetings: Serve as the
lead contract analyst for the Research and Evaluation
Subcommittee and others, as assigned. For all
subcommittee meetings, identify relevant topics to
advance RTF work, prepare materials, and facilitate
meetings.
 Regional support on research and evaluation: Support
regional work around research and evaluation, including
reviewing regional evaluation plans and research
strategies, and participating as needed in regional work
groups.
The research analyst will attend and prepare materials for weekly
check-in meetings with the RTF Manager and general analysts to
review work prior to final work products being brought to the RTF
or RTF subcommittees. The research analyst will be expected to
attend those RTF meetings with agenda items relevant to assigned
work, which is expected to be 12 meetings annually.
