Overview

LMI seeks an Infrastructure Resilience Lead to provide expertise in evaluating the physical resilience of facilities and infrastructure across a portfolio of DHS facilities, notably for US Customs and Border Protection (CBP). Work includes preparing and executing resilience assessments, analyzing associated data, and making recommendations to improve facility resilience. Candidate will be responsible for planning and coordination with stakeholders, developing comprehensive assessment summary reports, performance tracking and analyses, identifying effective follow-on actions and projects, tracking and complying with related Federal mandates, and developing executive talking points, white papers, and briefings. The ideal candidate will have subject matter expertise in areas related to facility resilience, continuity planning, system controls and operations management, IT/communications processes, power/utility(s) systems, and facility access and security measures. Strong capabilities in the areas of risk management/mitigation, data analytics, and program strategization and prioritization are preferred. Experienced Candidates should be based in the mid-Atlantic region, preferably near the Washington, DC area. This position will be supporting U.S. Customs and Border Protection (CBP).

Responsibilities

  • Resilience Assessment & Implementation:
    Serve as a technical advisor for planning, conducting, and summarizing resilience assessments at CBP facilities nationwide. Address issues related to infrastructure systems, utilities, transportation, and IT/communications to inform resilience decision-making.
  • Stakeholder Collaboration:
    Facilitate meetings and partner with senior leadership, facility managers, utility providers, mission continuity personnel, and environmental or energy experts to identify and advance resilience solutions.
  • Program Monitoring & Quality Control:
    Perform quality assurance reviews of resilience-related documents and support the development of methods to track assessment findings across the portfolio. Assist in maturing program priorities and tracking follow-up actions.
  • Data Analytics:
    Continuously update and analyze resilience assessment findings and associated datasets to identify trends, address anomalies, evaluate year-over-year progress, and derive actionable insights.
  • Federal Compliance & Policy Development:
    Monitor federal mandates, policies, frameworks, and directives related to resilience and continuity, and assist in drafting and updating CBP's policies and procedures to ensure compliance.
  • Advanced Reporting:
    Prepare executive-level briefs, white papers, feasibility studies, SOPs, position papers, dashboards, and analytical products for internal and external stakeholders.
  • Project Integration:
    Identify opportunities to incorporate resilience projects into broader CBP initiatives and optimize program outcomes using energy performance contracts and other financing mechanisms.
  • Mission Readiness Exercises:
    Support the launch and execution of mission readiness and resilience exercises to validate operational readiness and improve CBP's infrastructure resilience capabilities.

Qualifications

  • Bachelor's degree or higher in engineering, energy management, environmental science, meteorology, agriculture, or related field or a related field. Master's degree preferred.
  • Eight (8) years of proven experience with federal infrastructure resilience programs to include project development, facility operations, and/or energy/IT/communications systems.
  • Proficiency with software tools for research, analysis, reporting, communication, and collaboration (e.g., Microsoft Office suite, Power BI, ArcGIS or comparable, SharePoint, and proprietary government real property systems and applications).
  • Experience in updating, integrating, and analyzing various data sets to track trends, inform decision-making, and summarize findings.
  • Experience with TRIRIGA, SAP, eGIS and other federal data management tools, as well as federally appropriate methodologies for accessing, integrating, analyzing, and evaluating facility, asset, and utility information preferred.
  • Experience developing dashboards, analytics workflows, or data visualizations to support infrastructure resilience decision-making is highly beneficial.
  • Strong consultative capabilities with exceptional communication and organizational skills.
  • Experience managing multiple projects with independent schedules and budgets simultaneously.
  • Familiarity with existing facility operational technologies, utility control system technologies, and energy resilience and security system technologies.
  • Ability to travel nationwide as required.
  • Must be eligible for a DHS CBP security clearance; ship is required.

Target salary range: $120,000 - $140,000
