We are seeking an experienced Test Program Manager / QE Transformation Lead to lead the discovery, transition, and workforce planning activities for a large healthcare transformation program. This role will establish and operationalize the testing organization across Application Development, Application Support, and Enterprise End-to-End Testing (Test Center of Excellence) while driving staffing, sourcing, governance, and transition readiness

Key Responsibilities:

• Lead discovery workshops with business, IT, and delivery stakeholders.
• Assess current testing processes, organization structure, tools, service catalog, workloads, SLAs, and governance.
• Define the future-state testing operating model, organization, and roadmap.
• Identify capability gaps across Functional, Automation, Performance, and Test Data Management disciplines.
• Develop and execute discovery, KT, transition, and go-live plans.
• Drive shadow, reverse-shadow, and ownership transfer activities.
• Manage risks, dependencies, readiness reviews, and stakeholder communications.
• Coordinate transition activities across Application Development, Application Support, and Testing workstreams.
• Establish TCOE governance, standards, metrics, and reporting frameworks.
• Define Core and Flex team operating models.
• Lead enterprise-wide quality governance, release readiness, and quality reporting.
• Support adoption of automation, AI-enabled testing, performance engineering, and test data management capabilities.

Required Experience:

• 12+ years in Quality Engineering and Testing.
• 5+ years leading large testing programs.
• Proven experience in discovery, due diligence, transition, and managed services engagements.
• Experience building or managing a Testing Center of Excellence.
• Strong workforce planning, hiring, and vendor management experience.
• Experience working with distributed onshore/offshore delivery teams.
• Strong stakeholder management and executive communication skills.
• Experience with healthcare payer platforms:

• Working knowledge of Playwright, Azure DevOps , CI/CD  and modern QE practices
