Responsibilities

Noblis ESI is seeking an experienced Cyber Capability Project Manager to support our client in Quantico, VA.

Responsibilities Include:
  • Serve as a key member of the Air Force Cyber Program under the guidance of a Senior Program Manager.
  • Plan and oversee technical Cyber Investigations and Operations projects to ensure timely completion, adherence to scope, and compliance with Air Force, Department of Defense, and Intelligence Community regulatory guidance.
  • Lead full lifecycle project management efforts, including planning, resource identification, execution, monitoring, and closeout.
  • Design and proactively manage project plans; monitor progress, resolve issues, and initiate appropriate corrective actions.
  • Manage initiatives using established project management methodologies, including Waterfall and Agile frameworks.
  • Ensure effective quality assurance and overall project integrity, maintaining both internal consistency and compliance with applicable regulations.
  • Translate technical discussions with cyber subject matter experts (SMEs) into documented requirements and actionable execution plans.
  • Author and maintain programmatic cyber documentation and organizational structure materials.
  • Provide consistent project updates to stakeholders, including scope adjustments, milestones, risks, and overall progress.
  • Apply industry best practices, standards, and techniques throughout the project lifecycle.
  • Promote and support continuous process improvement initiatives and apply change management principles.
  • Measure project performance to identify opportunities for improvement and implement corrective strategies.
  • Develop, track, and report team performance metrics using key performance indicators (KPIs).

Required Qualifications

  • Active Top Secret/SCI clearance.
  • ship is required.
  • Bachelor's degree with 10 years of experience, minimum of 5 years of recent applicable DoD experience.
  • Experience leading technical teams focused on cyber tools or technologies.
  • Project management experience including requirements development.
  • Knowledge of networks technology, operating systems, midrange platforms, personal computers, system development, client/server architecture.
  • Experience creating and maintaining partnering relationships with business leaders at C-levels with the capability to provide interaction and executive level communications.
  • Experience with creating presentations, training material, network diagrams, reports, and templates.
  • Understanding/awareness of latest cyber technologies and applications.
  • Knowledge of the principles and practices of counterintelligence functional services, collection, investigations, and operations.
  • Strong interpersonal skills and an ability to interact with all levels of customer and mission partners.

Desired Qualifications

  • Previous experience supporting a counterintelligence unit.
  • Systems engineering and architecture experience.
  • Experience in strategic initiatives and collection design.
  • Strong oral and written communication skills.
  • Self-motivated with the ability to work independently and in a team environment.
  • Flexibility to adapt to changing situations.
  • PMP or equivalent certification.
  • Available to travel.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

USD $146,200.00 - USD $228,400.00 /Yr.
