Senior Civil/Utility Project Manager – PE

Job Summary

We are seeking a Senior Civil/Utility Project Manager with an active Professional Engineer (PE) license to lead utility engineering and infrastructure projects in Texas.

The ideal candidate will have 10+ years of engineering experience, including at least 2 years of Project Manager experience within a Utilities Division, with a strong background in utility project planning, surveying, construction, client management, and project delivery.

This position will be responsible for managing projects from planning and scope development through final deliverables while overseeing budgets, schedules, resources, QA/QC, client relationships, and project performance. The role also requires strong Texas business development experience, including developing new clients and markets, identifying opportunities, networking, and growing existing accounts.

Required Qualification:

• <>10 years of engineering experience, preferably in utility design, utility construction, surveying, or civil engineering
• <>2 years of experience as a Project manager in the Utilities Division
• <>PE license in Engineering is required
• <>Strong utility project management experience, including project planning, scope development, budgeting, scheduling, resource allocation, and client deliverables
• <>Hands-on experience with
• <>Boundary and ROW mapping
• <>Topographic surveys
• <>ALTA surveys
• <>Utility surveys
• <>Construction staking
• <>Final mapping
• <>QA/QC experience ensuring accurate, high-quality utility project deliverables
• <>Strong Texas business development experience — developing new clients/markets, identifying opportunities, networking, and growing accounts within Texas
• <>Experience preparing and reviewing proposals, scopes of work, fee estimates, contracts, and negotiating project terms
• <>Experience with MicroStation/ORD and AutoCAD Civil 3D is a plus
• <>Strong client relationship management, leadership, presentations, communication, strategic planning, and market/competitor analysis skills
• <>Bachelor’s or Master’s degree in Surveying, Civil Engineering, Construction, or a related field
