Summary

Overview

The SCRUM Team Lead provides engineering leadership across .NET, Blazor, and integration components for the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Services (PDS), Benefits and Memorials (BAM), Memorial and Benefit Services (MBS) deliver secure, reliable, and effective Information Technology (IT) solutions that support the Department's mission.

Responsibilities

  • Ensure compliance with CI/CD, DevSecOps, VA SDLC, and Section 508 requirements.
  • Provide engineering leadership across .NET, Blazor, integration components, and supporting system technologies.
  • Ensure compliance with CI/CD practices, DevSecOps standards, Section 508, VA SDLC requirements, and VA Enterprise Architecture guidance.
  • Oversee code quality, design patterns, performance considerations, refactoring needs, and architectural alignment.
  • Coordinate closely with System Teams to ensure production readiness, observability, and monitoring alignment
  • Lead and facilitate Scrum activities, including Sprint Planning, Daily Scrum, Sprint Review, and Sprint Retrospectives. (Supported by Agile expectations present throughout the document.)
  • Enforce secure coding practices, automated testing standards, and prevention of known defects or vulnerabilities from being promoted to production. (System Team compliance statements support this.)
  • Support orchestration of solution demonstrations, dependency mapping, and technical feasibility analysis

Qualifications

Required:

  • Bachelor's Degree in computer science or an IT-related degree with 8-12 years' experience
  • Demonstrated experience leading Agile Scrum teams delivering enterprise-grade applications.
  • Experience with Microsoft technology stack (.NET, C#, Blazor) and VA-aligned architectures.
  • Experience ensuring compliance with CI/CD pipelines, DevSecOps security standards, and Section 508 accessibility requirements.
  • Experience guiding cross-functional collaboration with System Teams, Architecture, Cybersecurity, QA, and Integration roles.
  • Experience supporting backlog refinement, Sprint Planning, PI Planning, and Agile delivery metrics
  • Public Trust

Preferred:

  • SAFe Scrum Master (SSM), SAFe Advanced Scrum Master (SASM), or SAFe Practitioner.
  • Knowledge of NCA memorials: eligibility, burial scheduling, interment, monuments; VA Product Owner support
