Learning & Development Specialist / Instructional Designer
Position Summary
The Learning & Development Specialist is responsible for coordinating, planning, developing, implementing, and evaluating training programs that support employee development and organizational effectiveness. This role partners with business leaders, subject matter experts (SMEs), Human Resources, and external vendors to deliver high-quality learning solutions that improve workforce capability and performance.
Qualifications
Bachelor's degree in Education, Instructional Design, Business, Human Resources, Organizational Development, or a related field, or an equivalent combination of education, training, and experience.
Typically 7+ years of experience developing, coordinating, and/or delivering training programs.
Demonstrated ability to communicate technical and non-technical concepts in a clear, engaging, and easily understood manner.
Experience designing and supporting instructor-led, virtual, and blended learning solutions.
Strong organizational, project coordination, and stakeholder management skills.
Key Responsibilities
Training Program Administration & Coordination
Coordinate learning initiatives throughout the full training lifecycle, including needs assessment, design, pilot, implementation, and evaluation.
Schedule and administer training programs, workshops, webinars, and learning events.
Provide operational, administrative, and logistical support for organizational training and workforce development initiatives.
Ensure adequate course participation through effective communication and promotion of learning opportunities.
Manage classroom, virtual learning, and meeting technologies to support training delivery.
Learning Design & Development
Develop, maintain, and enhance blended learning solutions, including instructor-led, virtual, and self-paced learning content.
Create, organize, edit, and update course materials to ensure accuracy, effectiveness, and compliance with corporate standards.
Edit and maintain training content and courseware as business requirements evolve.
Utilize instructional design and content development tools such as Adobe Creative Suite, Captivate, Articulate 360, SnagIt, web conferencing platforms, and similar technologies.
Stakeholder & Vendor Management
Build and maintain collaborative relationships with Human Resources, business leaders, managers, subject matter experts, and external vendors.
Coordinate vendor-supported training programs and serve as the primary point of contact during course delivery.
Partner with stakeholders to identify workforce development needs and implement effective learning solutions.
Evaluation & Continuous Improvement
Assess training effectiveness through participant feedback, observations, and performance metrics.
Analyze results and recommend improvements to learning content, delivery methods, and training processes.
Identify and help implement process improvements that enhance learning effectiveness and operational efficiency.
Stay current with industry trends, learning technologies, instructional design practices, and emerging training methodologies.
Team Collaboration & Knowledge Sharing
Develop and maintain positive working relationships across departments and functions.
Facilitate knowledge sharing and collaboration among workgroups and cross-functional teams.
Train, mentor, and support colleagues on learning processes, tools, and best practices, as needed.
Preferred Qualifications
Experience supporting corporate workforce development, organizational effectiveness, or talent development initiatives.
Knowledge of Learning Management Systems (LMS) and virtual learning environments.
Experience working with procurement processes and managing vendor relationships.
Familiarity with adult learning principles and instructional design methodologies.

Additional Skills & Qualifications
Five years of experience developing learning assets in a utility, healthcare, military or aircraft industry. Prefer candidate with experience developing digital learning experiences and virtual training and/or maintaining complex technical curricula.
Expertise in instructional design, leadership development, facilitation, e-learning development, multimedia content creation, visual design, learning technologies, and stakeholder partnership.

This is a Contract position based out of Rosemead, CA.
Pay and Benefits
The pay range for this position is $38.00 - $43.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
