Fortune 5 company is looking for a hands-on Technical Program Manager (TPM) to design, build, and operationalize the end-to-end infrastructure for our Third-Party (3P) Partner Onboarding Program — then systematically transfer ownership to the cross-functional teams who will run it at scale.
This is a builder role. You won''t be inheriting a mature program — you''ll be creating the playbooks, workflows, communication systems, and governance structures from the ground up. Once built, you will transfer operational ownership to Strategic Business Development (SBD), Solutions Architecture (SA), Partner Marketing, and other functions — leaving behind durable, self-sustaining mechanisms that don''t depend on any single team or individual.
What You''ll Build
Partner Engagement Operating Model
- Design and implement a tiered partner engagement framework (Tier 1–3) across CDPs, CMPs, and 3PAS partners, segmented by advertiser adoption, revenue impact, and Client coverage
- Define ownership boundaries, escalation paths, and handoff criteria for each tier and partner type
- Build the tracking and reporting infrastructure (dashboards, status trackers, MBR templates) that cross-functional teams will use after transfer
Scalable Communications Infrastructure
- Design automated outreach workflows for non-strategic partners across all three partner categories — including templated email sequences, follow-up cadences, and trigger-based escalations
- Coordinate with Legal and PR to establish a repeatable approval process for partner-facing communications
- Build a communications playbook that Partner Marketing can own and execute independently post-transfer
Technical Support & Enablement Systems
- Partner with SA and API Support Engineering to develop technical runbooks, consent signal troubleshooting guides, and live training programs covering CDP, CMP, and 3PAS integration patterns
- Define the production support model — including escalation paths, SLAs, and on-call responsibilities — and transfer ownership to API Support Engineering
- Create enablement content and workshop frameworks that SA can deliver to the broader partner ecosystem without ongoing TPM involvement
Governance & Risk Management Framework
- Establish program governance: cadence of reviews, decision rights, escalation triggers, and executive reporting structure
- Build a risk register and mitigation playbook covering partner non-compliance, integration delays, and team capacity gaps across CDPs, CMPs, and 3PAS
- Define "transfer-ready" criteria for each workstream and manage the phased handoff to steady-state owners
What You''ll Operate (Before Transfer)
- Run the day-to-day program during the build phase: coordinating across SBD, SA, Legal, Privacy, Partner Marketing, and API Support Engineering
- Manage partner compliance tracking and drive resolution of blockers across Tier 1–3 CDPs, CMPs, and 3PAS partners
- Own executive-level status reporting and escalate revenue risk with clear options and recommendations
- Serve as the single point of accountability until each workstream is transferred and confirmed stable
What a Successful Transfer Looks Like
- SBD owns executive relationship management and escalations for Tier 1 strategic partners across CDPs, CMPs, and 3PAS
- SA owns technical implementation, partner workshops, and enablement content
- Partner Marketing owns automated communications for Tier 2–3 partners
- API Support Engineering owns production support, runbooks, and consent signal troubleshooting
- No workstream requires the TPM to remain in the critical path
Basic Qualifications
- 5+ years of technical program management experience, with a demonstrated track record of building programs from scratch — not just managing existing ones
- Experience designing scalable operational processes and transferring ownership to cross-functional teams
- Strong systems thinker: able to map complex workflows, identify gaps, and design durable solutions
- Proven ability to drive alignment across engineering, Client, legal, and marketing stakeholders
- Familiarity with consent management, data privacy regulations (e.g., GDPR, ePrivacy), or digital advertising infrastructure — including ad serving ecosystems
- Excellent written communication skills; able to produce executive-ready documentation and partner-facing materials
Preferred Qualifications
- Experience standing up partner onboarding or compliance programs at scale in AdTech or MarTech
- Familiarity with CDP/CMP platforms (e.g., Tealium, LiveRamp, Adobe, Salesforce, mParticle) and 3PAS platforms (e.g., Campaign Manager 360, Sizmek, Flashtalking)
- Background designing automated communication workflows for large partner ecosystems
- Experience with change management and structured handoff methodologies
- PMP, PgMP, or equivalent certification
