Seeking a deputy project manager to support PM with orchestrating delivery across business, technical, vendor, and transformation office stakeholders while maintaining control of scope, schedule, risks, governance artifacts, and Agile metrics. Must be familiar with working with Hybrid Agile initiatives (such as CA EDDNext) through DDI: Initiation Planning Design & Development Testing & Validation Transition Post Implementation Skills - Strong facilitation skills to guide internal and client stakeholders - Strong organization skills to support resource management, compliance reporting, document management, internal and client workflow management - Strong attention to documentation, deliverable, and presentation material Technical & Methodological Skills - Strong command of Agile frameworks (Scrum, Kanban) and traditional project management methodologies. - Expertise in building roadmap, release plans, sprint plans, and phase gate documentation. Tools & Platforms: - Jira/Azure DevOps or similar Agile lifecycle tools - Project/Portfolio Management tools (MS Project, Clarity, Primavera) - Collaboration tools used across transformation offices (Teams, SharePoint) Responsibilities/Experience Overall: 5+ years managing large scale IT projects or multi year transformation programs. Prior experience delivering in Hybrid Agile environments combining iterative development with waterfall controls, consistent with HAF guidelines. Proven track record working with state agencies/government systems (if applicable to EDDNext type programs). Experience overseeing multi vendor delivery teams, architecture workstreams, and large stakeholder sets. 1. Program Governance & Phase Gate Management - Facilitate the project through Hybrid Agile phases: - Initiation Planning Design & Development Testing & Validation Transition Post Implementation - Ensure compliance with program governance including Project Charter, PM Plan, RA Matrix, Requirements baseline, and Roadmaps. - Coordinate transformation office interactions across PMO, Architecture, OCM, QA, and IV&V stakeholders. 2. Agile Delivery Leadership - Facilitate Agile ceremonies (daily standups, sprint planning, backlog refinement, demos, retrospectives) as required across teams. - Maintain alignment between sprint cycles and release plans, ensuring scope and design evolve iteratively. - Track Agile metrics (velocity, burndown, risks, dependencies). 3. Scope, Schedule, and Risk Management - Build and manage integrated workplans across waterfall and Agile workstreams. Conduct ongoing feasibility and fit-gap activities in partnership with technical teams. - Provide continuous risk assessment and mitigation across vendors, systems integration, security, and compliance. 4. Stakeholder & Change Management - Coordinate cross functional workshops, requirement validation sessions, and design reviews across business and IT stakeholders. - Align with OCM processes, including readiness assessments, communication planning, and training cycles as referenced in transformation office expectations. 5. Cutover, Release & Transition Management - Oversee mock cutovers, dress rehearsals, deployment readiness, command center setup, and go live execution. - These activities are formally documented as PM responsible areas in HAF implementation phases. - Manage post implementation stabilization and KPI tracking. Leadership & Communication - Support Executive level communication and stakeholder management. Ability to influence cross functional teams without direct authority. Skilled in conflict resolution, prioritization, and decision facilitation.
