Help Lead One of Georgia's Largest Public Sector Modernization Initiatives

We are seeking a senior Program Manager to lead delivery oversight and operational readiness activities for Georgia's UI Inspire modernization program.

This role is focused on coordinating a complex government transformation effort involving unemployment insurance systems, vendor delivery teams, executive stakeholders, federal readiness requirements, and enterprise implementation activities leading to a major platform go-live.

This is not a project coordinator position. This role requires experience leading enterprise-scale modernization programs with executive visibility and multiple delivery dependencies.

This role will coordinate execution across Benefits, Tax, and Appeals modernization workstreams while managing dependencies between agency stakeholders, technology teams, vendors, and federal readiness requirements.

 

What This Role Owns Day-to-Day

  • Driving modernization program delivery against established milestones
  • Managing integrated schedules across multiple workstreams
  • Coordinating testing, data migration, and deployment readiness
  • Leading executive status reviews and steering committee updates
  • Managing vendor performance and issue escalation
  • Tracking risks, dependencies, decisions, and implementation blockers
  • Supporting federal certification readiness activities
  • Preparing the organization for production deployment and transition to operations

 

Key Responsibilities

  • Lead day-to-day execution of a large-scale unemployment insurance modernization program
  • Coordinate Benefits, Tax, and Appeals implementation workstreams
  • Maintain integrated program schedules, milestone tracking, and delivery reporting
  • Monitor vendor commitments, delivery timelines, and implementation risks
  • Coordinate system testing, user acceptance testing, and production readiness activities
  • Oversee data migration validation and reconciliation activities
  • Facilitate executive governance meetings and leadership briefings
  • Drive issue resolution across business, technical, and vendor teams
  • Coordinate federal readiness activities and required certification artifacts
  • Support cutover planning, go-live execution, stabilization, and operational transition
  • Ensure agency readiness through training coordination and operational preparedness activities

 

Must-Have Requirements (Non-Negotiable)

  • Bachelor's Degree
  • 10+ years managing large-scale IT modernization or enterprise implementation programs
  • Experience leading government technology modernization initiatives
  • Experience operating within state government governance structures
  • Experience managing multi-vendor delivery environments
  • Experience overseeing system testing, implementation readiness, and deployment activities
  • Experience managing enterprise platform implementations
  • Active PMP Certification
  • Active PgMP Certification
  • Strong executive communication and stakeholder management experience
