The Texas Health and Human Services Commission Information Technology Division is seeking a Business Analyst 2 to provide business and systems analysis in support of the retirement of the Client Assignment and Registration (CARE) system and migration of legacy components to future applications. This role requires a highly skilled communicator to serve as a project-focused technical business analyst translating complex business processes, screens, and data flows into clear, testable, traceable, and technically actionable requirements, building business process flow diagrams and visuals.
This position will support the transition of CARE functions from a legacy mainframe environment into modern, modular, Medicaid Enterprise System-aligned solutions. The selected candidate must be able to work across business, application, data, reporting, infrastructure, security, and project delivery teams to document current-state business and technical processes, translate business to technical needs, map business and technical dependencies, identify gaps, and work with stakeholders to define future-state business and technical requirements that support continuity of Medicaid operations.
Role Purpose
The purpose of this role is to provide high-caliber business analysis and technical integration support for the CARE Program to:
Elicit, document, validate, and manage requirements; facilitate collaboration to synthesize information and ensure full coverage.
Build traceability from stakeholder needs to system requirements; challenge gaps and validate assumptions for accuracy.
