Job Title:Senior Business Analyst Public Safety Systems Implementation
Position Overview
Contribute to the analysis, improvement, and implementation of technology solutions supporting public safety operations, including an initial assignment focused on replacing a jail management system. This senior-level role offers the opportunity to work closely with government stakeholders, subject matter experts, technology teams, and vendors to validate business requirements, evaluate solutions, support integrations and testing, and help deliver successful system implementations.
The ideal candidate brings strong business and systems analysis capabilities, experience supporting public safety implementations, and the ability to translate business needs into clear technical requirements and system design documentation.
Candidates must be available to start on the anticipated start date and willing to work onsite as required.
What You'll Do / Key Responsibilities
- Develop functional and non-functional system requirements based on documented business requirements.
- Collaborate with development teams and vendors to create prototype designs for medium- to large-risk projects.
- Create detailed unit and system testing scripts based on functional requirements.
- Facilitate user acceptance testing processes as required.
- Assess existing business processes and recommend process improvements and technology solutions.
- Capture, consolidate, and communicate information gathered from subject matter experts.
- Support high-level system design and software integration by partnering with business users, project managers, and application developers.
- Analyze business processes and data flows to develop system designs, delivery roadmaps, and integrations with other systems.
- Conduct in-depth analysis of systems, operations, and procedures; work with users to define requirements and resolve problems.
- Translate business and client requirements into detailed system design documents and coordinate system design and implementation requirements with relevant teams.
- Support the full system development lifecycle, including needs assessments, requirements analysis, problem definition, and identification of business solutions.
- Provide advice, consultation, and technical assistance to stakeholders throughout project implementation.
- Gather and document business requirements for change requests, including break/fix requests.
- Support internal and external integrations, including design, testing, and troubleshooting.
- Develop and provide metrics related to reporting, system performance, and process control.
- Participate in user training or conduct training when needed.
- Identify opportunities for innovation and improvement in existing processes.
- Provide quality customer service and maintain the security and confidentiality of proprietary or sensitive information.
Required Qualifications
- Graduation from an accredited college or university with a bachelor's degree in Business, Computer Science, or a related field.
- Five years of experience in systems analysis, change management analysis, project management, program analysis, or a closely related field.
- Demonstrated experience in public safety implementations and post-production environments as a primary technical resource.
- Knowledge of the principles and practices of planning, developing, implementing, and maintaining computer information systems.
- Knowledge of processes, methods, and techniques used to analyze and evaluate business operations.
- Skill in analyzing and evaluating administrative processes for automation.
- Ability to assist in evaluating the feasibility and suitability of information technology projects.
- Ability to establish and maintain effective working relationships and produce precise, effective technical documentation.
- Excellent oral and written communication skills when working with internal and external clients and vendors.
- Ability to produce documentation for varied audiences, including application design documents, business requirements, functional specifications, test plans, and test scripts.
- Strong analytical and problem-solving skills.
- Strong business process fluency, including the ability to discuss processes in sufficient detail to understand underlying business problems and opportunities.
- Ability to work effectively in a team environment and establish and maintain strong professional relationships.
- Ability to maintain the security and confidentiality of proprietary or sensitive data in any medium.
Preferred Qualifications
- Experience working for a government entity.
- Five or more years of experience with Public Safety projects.
