STC is seeking candidates for a Requirements Management Engineer to support the National Oceanic and Atmospheric Administration (NOAA) / National Environmental Satellite Data and Information Service (NESDIS) / Office of Common Services (OCS) on the NESDIS Systems Engineering Services contract.
Requirements Management Engineers play a central role across the full system lifecycle - from initial concept through ongoing operations - ensuring that enterprise ground systems for satellite data and information processing meet stakeholder needs. This role supports the NESDIS Common Cloud Framework (NCCF), the NESDIS Ground Enterprise (NGE), and associated cloud-based common services.
Primary Duties and Responsibilities- Requirements Elicitation and Stakeholder Engagement: Facilitate stakeholder engagement activities to elicit, document, analyze, and refine business, operational, system, and technical requirements from a wide range of stakeholders including internal NESDIS teams, other NOAA offices, government agencies, international partners, and commercial entities. Conduct interviews, workshops, and surveys to understand needs for environmental data and services.
- Requirements Definition and Documentation: Translate stakeholder needs into clear, concise, and testable requirements. Create detailed documentation such as requirements specifications, user stories, and use cases. Baseline requirements for incoming initiatives, orchestrate reviews, obtain approvals, and track requirements. Report on requirement status to leadership on a periodic and ad hoc basis.
- Requirements Management and Traceability: Manage the lifecycle of requirements from source through implementation. Develop, maintain, and report on Requirements Traceability Matrices (RTMs) and other requirements management artifacts to ensure bidirectional traceability between mission objectives, stakeholder requirements, system requirements, user stories, implementation activities, and verification activities. Review requirements to identify traceability and coverage gaps across components of the NCCF and OCS services.
- Configuration and Change Management: Manage changes to requirements throughout the project lifecycle. Perform impact analyses to assess effects on scope, schedule, and cost. Maintain requirements baselines and support Configuration Control Board (CCB) activities to ensure requirements changes are reviewed, documented, approved, and implemented in accordance with established governance processes. Prepare CCB briefing materials and requirements change requests.
- Tools and Governance: Utilize Government-designated tools - including Jira, Confluence, IBM DOORS, and successor requirements management platforms - to manage requirements, maintain traceability, document changes, and provide status reporting. Support compliance activities to ensure cloud-based services and enterprise initiatives align with NOAA, NESDIS, NIST, FedRAMP, and other applicable Federal policies and standards.
- Agile and SAFe Participation: Participate in Agile and SAFe planning events, sprint activities, technical reviews, demonstrations, backlog refinement sessions, and Program Increment (PI) planning activities to ensure alignment between requirements, development activities, and enterprise priorities.
