Job Title: Application Development Expert (Onsite)

Position Description:
The Contractor Personnel will work collaboratively with client Enterprise Software Services and business staff to design, develop, implement, and sustain enterprise application solutions. The Contractor Personnel will be responsible for executing and sustaining delivery across multiple technical milestones involving tightly coupled enterprise applications built on legacy platforms, .NET, Microsoft Power Platform, and database technologies including SQL Server, Oracle, PostgreSQL, and Dataverse. The role provides end-to-end technical oversight across application layers, including UI/UX, business logic and services, data persistence, and integration components such as REST APIs, connectors, and ETL processes, ensuring consistency and reliability throughout design, development, deployment, and production support.
 
Responsibilities include complex application and database changes, data migration and synchronization, API and system integration development, Power Platform solution packaging, Dev/Test/Prod environment configuration, and CI/CD pipeline deployment. The position requires strong expertise in source control, release management, cross-environment dependencies, and enterprise application integration to ensure reliable deployments, data integrity, and consistent solution design.
 
Because multiple applications share common data domains and integration points, changes in one system can have downstream impacts across the enterprise. The Application Development Expert provides the full-stack visibility and technical coordination needed to manage these dependencies, minimize regression risks, and maintain stable, integrated applications across development, deployment, and production support.
 
Primary Duties and Responsibilities:
  • Develop, enhance, and support enterprise applications across multiple platforms including Microsoft .NET, Microsoft Power Platform (Power Apps, Power Automate, Power Pages), and Microsoft Azure, ensuring scalable, secure, and maintainable solutions aligned with business requirements.
  • Provide ongoing maintenance and production support for legacy and existing applications, including ASP.NET web applications, Microsoft Access databases, VBScript-based automation scripts, and other supported components, ensuring system stability and continuity of operations.
  • Design and implement RESTful APIs, backend services, and integration components to enable secure and efficient data exchange between enterprise systems, third-party applications, and cloud services.
  • Develop and support database objects and solutions across multiple platforms including SQL Server, Oracle, PostgreSQL, and Dataverse, including stored procedures, triggers, views, indexing strategies, and performance optimization.
  • Apply industry-standard software engineering best practices throughout the development lifecycle, including clean and maintainable coding standards, proper code structuring, comprehensive inline and functional commenting, version control discipline, and timely refactoring to improve performance, readability, and long-term maintainability.
  • Perform system analysis, troubleshooting, and root cause analysis to resolve production issues, ensuring minimal downtime and rapid restoration of services for business-critical applications.
  • Analyze business and technical requirements and translate them into detailed solution designs, ensuring alignment with enterprise architecture standards. Develop technical design documentation that clearly defines system workflows, data flows, integration points, and functional behavior based on stakeholder requirements.
  • Develop and maintain comprehensive Standard Operating Procedures (SOPs), technical documentation, runbooks, and support guides to ensure consistent system operations, efficient troubleshooting, and effective knowledge transfer across technical and functional teams.
  • Collaborate closely with business stakeholders, internal technical teams, external vendors, and project managers to gather requirements, provide technical recommendations, estimate development effort, and deliver high-quality solutions that meet business objectives and timelines.
  • Participate actively in Agile/SCRUM development processes, including sprint planning, backlog refinement, daily stand-ups, sprint reviews, and retrospectives, ensuring iterative delivery of working software and continuous improvement of development practices.
  • Implement secure coding practices and ensure compliance with organizational security standards, including authentication/authorization models, data protection requirements, and regulatory compliance guidelines.
  • Support DevOps practices including source control management, building and releasing pipelines, continuous integration/continuous deployment (CI/CD), and automated deployment processes across development, test, and production environments.
  • Conduct application performance tuning and optimization, including query optimization, code refactoring, caching strategies, and resource utilization improvements to ensure high-performing systems.
  • Support application lifecycle management activities including version upgrades, patching, environment configuration, and deployment coordination across multiple environments.
  • Provide technical leadership and mentoring to junior developers, assist with code reviews, design guidance, and knowledge sharing to improve overall team capability and consistency.
 
Position Requirements and Relevant Years of Experience:
  • Minimum 10+ years of software development experience in enterprise application design, development, and support.
  • Strong hands-on experience with C#, ASP.NET, ASP.NET MVC, JavaScript, Power Platform in multi-tier application environments.
  • Proven experience supporting and modernizing legacy systems including MS Access, Classic ASP, VBScript, VB.NET, and VBA applications.
  • Experience developing responsive web applications using REACT, Angular, TypeScript, jQuery, Bootstrap
  • Strong experience designing and implementing RESTful APIs and Web Services for enterprise system integration.
  • Experience with SQL Server and Oracle database development including stored procedures, performance tuning, indexing, and query optimization.
  • PostgreSQL experience is a must.
  • Experience using Azure DevOps and/or GitHub for source control, CI/CD pipelines, and release management.
  • Understanding of full SDLC processes including design, development, testing, deployment, and production support.
  • Strong troubleshooting skills across applications, databases, and integration layers in complex enterprise systems.
 
Preferred Requirements:
  • Prior MDOT Experience
  • Microsoft Certifications
 
Education:
  • This position requires a bachelor’s in computer science, Information Systems, or a related field or equivalent work experience. (Note: A Master’s degree is preferred.)
