Job Description: Technical Business Analyst

Constellation seeks a Technical Business Analyst to join our team in Washington, DC, as a detail-oriented and communicative professional consultant to support the technical business analytical needs of an enterprise-wide human resource management system. This position will be responsible for using Innoslate to document program requirement and details using various industry standards and best practices. Additionally, the Technical Business Analyst will help optimize the program’s use of the Innoslate tool to meet agency objectives, gather and document requirements, conduct technical analysis, produce program artifacts, and document current and future program initiatives.

Key Responsibilities:

  • Delivers technical business analytical support in coordination with various program stakeholders in engineering, logistics, testing, financial management, information technology, compliance (privacy, security, records management), requirements, software development, and system’s current prime vendor to gain understanding of program requirements and solutioning. 
  • Develops models based on an HR system, associated Systems of Systems, and program initiatives in Innoslate using industry standard MBSE practices. 
  • Optimize system models and the Innoslate tool to support technical reviews and other Acquisition Program Management execution tasks.


The ideal candidate must have the following experience, background, and credentials:

  • Bachelor’s degree in Systems Engineering, Business, Data Analytics, or other relevant fields is a plus.
  • Has experience documenting systems using MBSE tools (i.e. Innoslate, Spark, etc.).
  • Experience with typical IT Program Office software tools (Microsoft Project, Excel, JIRA, Confluence). 
  • Strong verbal and written communication skills for drafting briefs, reports, and stakeholder updates.
  • Ability to work collaboratively in a cross functional environment.
  • Has previous systems engineering experience supporting an IT or software intensive acquisition program; experience with Salesforce platform preferred.
  • ==== able to pass a background investigation by the client agency. DHS clearance with CBP/ICE, or DoD Top-Secret preferred.
