Overview
Seeking an experienced Project Manager to lead radio infrastructure and 9-1-1 related technology refresh efforts. The role requires deep domain expertise in Land Mobile Radio (LMR) systems and PSAP 911 dispatch environments, extensive project/program management experience, and the ability to liaise with multiple government stakeholders, vendors, and internal teams.
Mandatory Skills & Experience
- At least 12 years of experience in a Land Mobile Radio (LMR) communications systems environment
- At least 10 years of experience working in a PSAP 911 dispatch environment
- Experience with government LMR communications and NG911 dispatch systems supporting multi-agency interoperability
- Proven experience as a project/program manager delivering key deliverables to internal and external stakeholders
- Knowledge of emerging LMR and LTE technologies; analog and digital radios; conventional and trunked radios; operation in VHF, UHF, 150 MHz, 700 MHz, and 800 MHz bands
- Knowledge of NG911 dispatch technologies and logging/recording technologies in public safety environments
- Experience working with or managing radio systems for federal, state, or local government clients
- Knowledge of government procurement processes, requirements definition, and acquisition support
- Excellent verbal and written communication skills and proficiency with Microsoft Office Suite
- Ability to partner with Enterprise Architects, Infrastructure Leads, Project Managers, and Vendor teams
- Experience planning responses to emerging threats alongside Cyber Security teams
Scope of Services & Key Tasks
- Serve as liaison with internal and external IT audit teams: fulfill documentation requests, develop testing and remediation plans, and lead remediation efforts for Radio Infrastructure Management
- Manage project budgets, resources, and participate in planning and project management activities for Radio Infrastructure projects
- Define project approach, resource requirements, team roles/responsibilities, and ensure effective use of resources
- Estimate and review schedule, effort, and cost using established models and best practices
- Create project charters, scope statements, weekly status reports, and maintain risk & issues logs and other deliverables
- Manage projects through full implementation lifecycle; provide direction to teams and monitor progress of deliverables
- Identify, manage, and mitigate risks and issues
- Create and manage project and communication plans; plan, track, and drive infrastructure solutions
- Engage with executive leadership and internal/external stakeholders; report project status to senior management
- Provide oversight of blended teams of independent IT consultants and staff; manage vendor relationships
- Ensure adherence to PMO methodology and development standards; support PMO functions including change requests, document/deliverable management, scheduling, and reporting
- Participate in RFP creation, vendor review/selection, contract activities
- Review project artifacts including technical requirements, UX design, architecture, testing, and implementation documentation
- Manage development of training plans and future support needs; manage project close-out and knowledge transfer to Agency staff
- Support continuous process improvement and adherence to PMI PMBOK and OTI Public Safety project methodologies
- Address client concerns, escalate and manage project risks and issues to resolution
- Manage special projects and initiatives as assigned within the defined scope

- Strong stakeholder management and communication skills
- Experience coordinating with cybersecurity teams and integrating security-related action plans
- Experience producing and presenting executive-level status reports
- Demonstrated ability managing multi-disciplinary teams and vendor relationships
