Job Description:

Requirement/Must Have:

  • College degree in Business Management, Public Health Administration, or related field, or equivalent combination of education and experience.
  • Certified Project Management Professional.
  • At least five years of experience managing a portfolio of multiple projects.
  • Five plus years of experience overseeing IT projects in a project management role.
  • Experience implementing FHIR standards.
  • Experience implementing application programming interfaces (APIs).
  • Knowledge of public health data.
  • Experience working in a State Government environment, deploying or maintaining IT systems.
  • Experience with Request for Proposal and Request for Information analysis and response.
  • Five or more years of experience documenting systems, standard operating procedures, or IT governance documentation.
  • Three plus years of experience in business process improvement and business analysis.
  • Strong written and verbal communication skills.
  • Ability to clearly define system requirements.
  • Strong analytical and organizational skills.
Experience:
  • Experience managing complex data modernization programs.
  • Experience collaborating with senior leadership and cross-functional stakeholders.
  • Experience writing and interpreting business and design requirements documents.
Responsibilities:
  • Develop and execute program goals, objectives, and scope aligned with strategic vision.
  • Plan, coordinate, and oversee data modernization projects.
  • Assess and allocate resources across multiple projects to create achievable schedules.
  • Collaborate with senior leadership to prioritize initiatives.
  • Identify and assign tasks, activities, and milestones to staff.
  • Identify, assess, and mitigate program risks and issues.
  • Communicate project and program progress to stakeholders at all organizational levels.
  • Facilitate meetings, coordinate projects, and manage performance and budgets.
  • Implement project management best practices and standards.
  • Create and maintain comprehensive program documentation.
  • Foster a collaborative environment through transparent communication.
Should Have:
  • Strong ability to deliver results consistently.
  • Ability to solve complex problems and drive action across the organization.
  • Effective prioritization and decision-making skills.
  • Experience supporting data governance and quality initiatives.
