Project Controls Specialist - Contract Location: Onsite - Bellevue, WA- Everette, WA
Pay Rate: $69-$115/hour (based on experience)

Job Summary System One is seeking an experienced
Project Controls Specialist to provide leadership and technical expertise in planning, scheduling, cost control, risk management, and change management for complex engineering and construction projects. This role supports the establishment and maturation of a project controls framework for a new project office, partnering closely with Project Managers to implement standardized tools, processes, and reporting for schedule, cost, and performance.
In addition to core project controls responsibilities, this position will serve as a secondary scheduling resource, providing expert backup to the Master Scheduler and ensuring schedule quality and integrity. This is a long-term, on-site role in Bellevue, Washington.
Responsibilities
Project Controls Leadership & Framework Development - Partner with Project Managers to implement standardized project controls processes across scheduling, cost tracking, risk management, and change control.
- Support the stand-up of a new project office, including selection and configuration of tools, reporting standards, and governance practices.
- Establish and maintain key performance indicators (KPIs) for schedule, cost, and productivity across multiple workstreams.
- Develop and refine reporting templates and dashboards for management and executive visibility (e.g., Power BI, Excel).
Planning & Scheduling Support - Guide development and maintenance of comprehensive project schedules using CPM.
- Review and validate schedules for logic, sequencing, and phase integration.
- Support the Master Scheduler in conflict resolution, impact analysis, and schedule recovery.
- Facilitate cross-discipline schedule integration across engineering, procurement, construction, and validation.
Cost Control & Performance Tracking - Track and report cost performance against budgets and forecasts; identify variances and recommend corrective actions.
- Implement and maintain earned value management (EVM) principles where applicable.
- Assist with project budgets, forecasts, and cash-flow projections in collaboration with finance and project teams.
Risk & Change Management - Support risk identification, tracking, and mitigation planning.
- Monitor and manage project change requests, including evaluation of schedule and cost impacts.
- Maintain change logs and provide impact assessments for decision-making.
Reporting, Analysis & Continuous Improvement - Prepare consolidated project controls reports integrating schedule, cost, risk, and performance data.
- Perform "what-if" scenario analysis and recommend mitigation strategies.
- Participate in lessons-learned reviews to improve future execution.
- Mentor and train project team members on project controls best practices.
Required Qualifications
- Bachelor's degree in engineering, construction management, business, or a related field.
- 10+ years of experience in project controls (scheduling, cost, risk, and change) within EPC environments.
- Strong scheduling expertise, including CPM and Primavera P6; ability to provide backup support to a Master Scheduler.
- Proven experience in cost control, earned value management, and budget forecasting.
- Familiarity with project risk and change management processes.
- Excellent analytical, problem-solving, and communication skills.
- Experience helping stand up or mature project controls functions in complex project environments.
- Knowledge of large industrial, nuclear, or regulated facilities preferred.
Desired Qualifications & Skills
- Background in engineering planning or construction management with emphasis on engineering and construction scheduling.
- Knowledge of generating station systems, heavy industrial facilities, or large-scale infrastructure projects.
- Advanced proficiency in Primavera P6.
- Advanced proficiency in Microsoft Excel, Word, and PowerPoint.
