Role Summary

Technical Program Manager with Scrum Master experience responsible for driving end-to-end delivery of BFS programs, ensuring governance, compliance, and business value across multiple engagement models.

Key Responsibilities

Technical Program Management

• Drive and oversee end-to-end delivery of a portfolio of BFS programs, including integration, development, deployment, maintenance, and operations

• Manage fixed-price and managed service engagements

• Handle P&L management, drive strategic objectives, ensure optimal resource utilization, and deliver business value

• Manage governance processes, prioritization, financial tracking, and stakeholder communication

Governance & Process Compliance

• Ensure adherence to CMMi Level 5 standards

• Follow SDLC methodologies (Agile, Waterfall)

• Ensure compliance with BFS regulations such as PCI DSS, SOX, and GDPR

• Lead audits, change advisory boards, and maintain process discipline

Solutioning & Estimation

• Own technical solution design and estimation during proposal and bid stages

• Collaborate with pre-sales, architecture, and finance teams for accurate scoping and profitable deals

Team Leadership & Delivery Execution

• Lead multi-disciplinary, cross-functional teams including onshore and offshore resources

• Manage internal staff, contractors, and third-party vendors

• Coordinate across engineering, QA, DevOps, and infrastructure teams

Stakeholder Management

• Act as primary liaison for clients, executives, and internal teams

• Present delivery status, manage escalations, and drive decisions through steering committees and executive reviews

Risk, Quality & Compliance Oversight

• Proactively identify and mitigate technical, operational, and regulatory risks

• Establish SLAs and track compliance with BFS standards

• Ensure audit-ready processes and quality deliverables

Performance Improvement & Coaching

• Drive continuous improvement across delivery practices, team health, and productivity

• Mentor senior PMs and technical leads

• Provide frameworks and tools for scalable execution

Required Experience & Qualifications

Education

• Bachelor’s degree (Engineering, Computer Science, or related)

• MBA is a plus

Experience

• 15–20+ years of IT delivery experience within the BFS domain

• Experience managing large-scale, complex software programs

• Experience with integrated services and contractual delivery models

Domain Expertise

• Strong knowledge of BFS systems (payments, core banking, trading)

• Understanding of BFS regulatory landscapes and software lifecycle

Delivery & Governance

• Proven experience with CMMi Level 5

• Agile and Waterfall methodologies

• DevOps automation

• SLA management and compliance controls
