ABOUT THE CAMPAIGN FINANCE BOARD

The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation.

We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters' doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.

We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust.

ABOUT THE DEPARTMENT

The Strategy, Products, and Innovation division is the agency's newest division and leads the strategic planning and policy work, working across the agency to test out and implement new ideas. This division also creates the agency's product roadmap to take us into future elections while maintaining and improving existing systems. The new Product Strategy vertical will be responsible for creating the overall roadmap for tech modernization and process improvements; prioritize tech projects to pursue and liaise between technical engineers and subject matter experts; and align tech projects with the agency's strategic plan and objectives.

JOB DESCRIPTION

As a Project Manager at the Campaign Finance Board (CFB), this role will be responsible for overseeing team processes that deliver complex, enterprise-grade applications. This role will work closely with UX, Product Managers, Engineers, QA and CFB Subject Matter Experts to deliver the highest quality implementation experience and applications to our users. The ideal candidates are resourceful problem solvers who are not afraid to roll up their sleeves and get involved in any part of the process, with a background in managing user facing products, technical project management, and/or solution delivery. You are the type of person that naturally finds a way to get things done correctly.

This position will require the selected candidate to obtain NYC residency within 90 days of starting their job and be in-person in the CFB Manhattan office a minimum of 1 day a week.

Responsibilities include but are not limited to:

- Oversee projects from initial requirements gathering through final delivery and ongoing support, ensuring timely completion, budget alignment, and stakeholder satisfaction.

- Serve as the primary point of contact for all internal and external stakeholders, establishing and executing a transparent and consistent project communication plan.

- Confer with project personnel to identify and quickly resolve problems to maintain momentum and quality.

- Anticipate and address project risks and dependencies.

- Partner with technical teams to shape and implement solutions that align with the CFB's mission and operational needs.

- Provide supportive leadership to project teams, promoting a culture of learning, collaboration, and continuous improvement. Direct or coordinate the activities of project personnel.

- Prepare clear project status reports by collecting, analyzing, and summarizing information and trends. Monitor and track project milestones and deliverables.

- Submit project deliverables, ensuring strict adherence to established quality standards.

- Manage project execution to ensure adherence to budget, schedule, and scope. Initiate, review, or approve modifications to project plans.

- Apply knowledge of the Software Development Lifecycle (SDLC) to guide project execution.

- Assess current or future customer needs and priorities by communicating directly with customers, conducting surveys, or using other methods.

- Contribute to strategic planning efforts, helping to advance agency-wide goals and identify, review, or select necessary vendors or consultants.

Knowledge

- A clear understanding of the major stages of software development (planning, building, testing, launching) and what documentation/deliverables are needed at each stage.

- Familiarity with agile development methodologies (like Scrum or Kanban), human-centered design principles, and knowing how to apply these frameworks to organize tasks, prioritize work, and run effective team ceremonies (like stand-ups or retrospectives).

- Knowledge of risk management techniques and mitigation planning, paired with an awareness of current technology trends and tools.

- Depth of experience in one or more technical areas, such as engineering, data, design, user research, or project management.

- Understanding that the work directly serves the public interest and that CFB processes are guided by clear mandates, which means attention to detail and transparency are non-negotiable.

- Strong project management capabilities with the capability to break down a large project into small, manageable tasks, assign them clearly, and track how one task depends on another to prevent bottlenecks.

- Effective communication skills to lead productive meetings where every voice is heard, decisions are clear, and the team leaves feeling aligned and respected.

- The ability to use logic and reasoning to identify strengths and weaknesses of alternative solutions, considering the relative costs and benefits of potential actions to choose the most appropriate one.

- The skill to determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes.

PREFERRED QUALIFICATIONS

- Bachelors' degree in a related field and/or a minimum of 2 years of experience working with enterprise custom software solutions, including hands-on involvement in development, implementation, and project management.

- Proven success in managing complex projects to successful completion.

- Proficiency with Azure DevOps, Monday, Microsoft Office Suite, JIRA, Confluence, and similar.

- Experience as a Scrum Master preferred.

Minimum Qualifications

- A bachelor's degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or

- A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or

- Education and/or experience equivalent to "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
