Description

SAIC is looking for a cleared Systems Engineering candidate to provide technical assistance and recommendations regarding the planning, implementation, and management of Battlespace Awareness and Information Operations (IO) systems. Support includes providing high quality engineering advisory services as they relate to evaluating future capability requirements, training and planning support, assisting in the development of doctrine, tactics, techniques, and procedures, advocating requirements in support of future effects-based warfare, assessment of Research & Development (R&D) and Science and Technology (S&T) efforts, and managing functional data for Information Operations for our U.S. Navy Information Operations customer located at the Naval Information Warfare Systems Command site in Old Town San Diego. The selected individual will:

The contractor shall provide systems engineering and technical support for ongoing Information Operations and advanced technology developments and policies to the Navy IO Customer.

Write and update material for reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods and procedures, and installation, operation, and maintenance.

Refine work of writers, and heads and coordinates activities of writers engaged in preparing technical, scientific, medical, or other material for publication in conjunction with or independent from manufacturing, research, and related activities.

Provide subject matter expertise for development of Fleet employment of Information Operations and related systems to include CONOP, CONEMP, and OPTASK development.

Provide subject matter expertise support in meetings, technical working groups, technical exchange meetings, and Commander's Update Briefs.

Provide assessments, advanced development priorities, and the review of R&D and S&T programs, proposals, projects, and others as directed.

Provide support to Navy IO Customer in the modernization of its worldwide IO architecture.
  • Communicate requirements, work products, progress, and deliverables schedules to senior level civilians and military personnel.

Perform work under general direction. Participate in determining objectives of assignment. Plan schedules and arrange own activities in accomplishing objectives. Work is reviewed upon completion for adequacy in meeting objectives.

Qualifications

Required Skills, education and experience:

Ability to work with and build relationships with a variety of stakeholders, government technical representatives, and other supporting contractors; excellent written and oral communications; ability to work independently or in a team collaborative environment; ability to brief senior government personnel.

Bachelor's Degree in Science, Engineering or Math and 10 years or more experience; Masters and 8 years or more experience. 4 years of additional experience is acceptable in lieu of degree.

Must have TS/SCI clearance

Extensive prior Military experience with Naval Information Operations systems and the military planning process.
  • Understanding of PEO C4I / NAVWAR organization structure, programs of records and mission focus.
  • Basic familiarity of PoR, DOD, U.S. Navy acquisition documents.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
