Job Title: Senior Business Analyst & Knowledge Management Specialist Location: Austin, TX (Hybrid Minimum 3 days onsite)

Position Overview

We are seeking a Senior Business Analyst & Knowledge Management Specialist to support enterprise modernization initiatives for our State of Texas client. This role partners with business and IT leadership to drive organizational transformation through business analysis, governance, process improvement, training, and change enablement.

The ideal candidate will bridge business needs with technology solutions while ensuring strong governance, clear communication, and sustainable user adoption.

Key Responsibilities

  • Lead business and IT assessments, gap analyses, and requirements gathering for modernization and migration initiatives
  • Develop AS-IS / TO-BE process models, solution comparisons, and strategic roadmaps
  • Support and enhance governance, intake, and portfolio management processes (including ServiceNow workflows and Kanban tracking)
  • Contribute to PMO maturity through templates, methodologies, and project oversight
  • Design and deliver training programs and knowledge assets (user guides, documentation, eLearning, train-the-trainer materials)
  • Establish knowledge management frameworks (Super User programs, wikis, post-deployment support models)
  • Support change management initiatives including communication planning, vendor coordination, testing, and deployment readiness

Required Qualifications

  • 15+ years of experience in Business Analysis, Training, and Knowledge Management
  • Experience in Public Sector, Healthcare, or large Enterprise environments
  • Strong expertise in documenting and optimizing complex business processes and governance frameworks
  • Experience with ERP (PeopleSoft), EHR, SaaS, and government/enterprise systems
  • Hands-on experience with ServiceNow, SharePoint, and portfolio/project management tools
  • Strong facilitation, communication, and stakeholder engagement skills

Preferred Qualifications

  • PMO or Project Management experience
  • Public sector RFP and technical documentation experience
  • Instructional design and eLearning tools (Articulate, Captivate)

Strong written and visual communication skills
